of Protected Resources intends to negotiate on a sole source basis with
The Marine Mammal Center to provide research and analyses on Phocine
Herpes Virus 1 (PhHV-1). The Marine Mammal Center, in cooperation with
the University of California -- Davis, has performed research and
analyses that resulted in the isolation of the virus, the growth in
cell culture and an antigen specific ELISA, which is the only virus
specific ELISA currently available. Because epidemiology of PhHV-1 is
unknown, there is the potential for this virus to impact stressed
populations and reduce survival and reproductive success, therefore
this disease should be evaluated in a model species to determine the
risks to endangered species such as Hawaiian monk seals. The project
will use harbor seals as a model for epidemiological and pathogenesis
studies of PhHV-1. This is a notice of intent and cannot be considered
a solicitation; therefore, no solicitation package exists. Award will
be made using simplified acquisition procedures. (Reference No.
