Coastal Systems Station, Dahlgren Division, NSWC, Panama City, Florida
intends to issue a purchase order to Anacapa Sciences, Inc., 301 E.
Carillo Street, Santa Barbara, CA 93102, for the performance of a Human
Factors Task and Skills Analysis Using the Critical Abilities and Tasks
(CAT) Methodology for the Three Primary Crew Positions Onboard the
Landing Craft Air Cushion (LCAC). This analysis is required to address
proposed changes to the LCAC crew stations that are part of the
service life extension program. Dr. Stuster of Anacapa Sciences
developed the CAT methodology, and has previously applied the technique
to analysis of the man-machine interface on the LCAC for the
determination of medical standards for crew members. Any other
contractor would be required to develop a comparable analysis
methodology and to develop the same level of familiarity with the LCAC
that Anacapa Sciences already has, resulting in an estimated fifty
percent increase in cost and thirty-three percent increase in time
required to complete the analysis. It is not reasonable to expect
