wallace.adcox@mms.gov. The Minerals Management Service (MMS) has a
requirement for engineering services in connection with the Liberty
Prospect. BACKGROUND: BP Exploration (Alaska) Inc. (BPXA) submitted a
Development and Production plan (DPP) to the Minerals Manage-ment
Service (MMS) for development of the Liberty Prospect. The Liberty
Prospect is located in Foggy Island Bay, which is about 20 miles east
of Prudhoe Bay, Alaska, in the Beaufort Sea. The project will consist
of a self-contained drilling and production facility on a gravel
island, about 6 miles from shore, with subsea pipelines connecting to
existing onshore pipelines. The Liberty Project pipelines are the first
proposed pipelines in the Arctic outer continental shelf. The MMS is
preparing an Environmental Impact Statement (EIS) for the Liberty
Project. A facilitated effort is ongoing with other permitting and
re-source agencies to identify alternative pipeline system designs to
be evaluated in the EIS. The process will help the participants to
develop a betterunderstanding of the design, construction, and
operational issues associated with subsea pipeline system alternatives.
The pipeline system alternatives that are identified will be developed
by BPXA, and a report generated. The report will be reviewed by an MMS
contracted engineering firm. BPXA will prepare a report on Alternative
Pipeline Systems for the Liberty Project. Ex-pectations are that the
report will include at least four pipeline systems developed to a
conceptual engineering level. These four pipeline system alternatives
are expected to in-clude: 1) Single wall steel pipeline; 2)
Pipe-in-pipe system; 3) Single wall steel pipe in-side High Density
Polyethylene (HDPE) sleeve; and 4) Flexible pipe system. The MMS needs
a review of the risks associated with these alternatives. STATEMENT OF
TASKS: The contractor shall provide an independent evaluation of
pipeline failure assessment and risk analysis for each Liberty Pipeline
design. It shall include a risk analysis of the pipe-line mechanical
failure mechanisms and associated spill probability for each pipeline
system design. The analysis shall include: 1) The safe operating limits
of the pipeline system; 2) Operational failure mechanism; 3) Ultimate
failure mechanisms; 4) Leak probability; 5) Leak detection technology
and reliability; 6) Seasonal variations in pipe-line risk; 7) Ultimate
(combined) pipeline risk; 8) Size of leak associated with different
failure mechanisms; 9) Water depth variations in pipeline risk. HOW TO

analysis of pipeline systems; 3) Ability to complete the work by
mid-November 1999; (4) Past performance on contracts with Government
agencies and private industry in terms of cost control, quality of
work, and compliance with perform-ance schedules. THIS ANNOUNCEMENT IS
OPEN TO ALL BUSINESSES RE-GARDLESS OF SIZE. The SIC Code for this
procurement is 8711. The estimated con-tract value is less than
$100,000. Selection will be made pursuant to the Simplified
Ac-quisition Procedures for A&E actions (See Numbered Note 24).
INTERESTED FIRMS ARE ADVISED THAT THIS ACQUISITION WILL FOLLOW FAR
PROCEDURES IN GENERAL, BUT DOES NOT FALL UNDER THE AUTHORITY OF THE
BROOKS ACT AS NON-FEDERAL FUNDS WILL BE USED TO PAY FOR THIS WORK.
