is the third and final synopsis of three synopses required by FAR
5.205(e) for the following requirement at Cheyenne Mountain Air Station
(CMAS) CO. The Government is contemplating conducting a direct
conversion of Government-performed services under the auspices of OMB
Circular A-76 for the following CMAS Communications functions,
currently being performed by the 721st Communications Squadron at CMAS.
There are a total of 385 Government positions currently performing the
effort being made susceptible to direct conversion to a contract. The
following are the services the Government intends to acquire under
this requirement, which will be performed on a 24 hour per day, 7-day
per week basis: Mission Systems Operations and Maintenance, including
the Survivable Communications Integration System (SCIS), Message
Processing Distribution System, SPADOC, Missile Warning Processor,
Granite Sentry, the Video Distribution System, the Processing Display
Subsystem, the Missile Warning Monitoring System, and the NORAD Forward
Alerting/Reporting System; Data Networks-Infrastructure, including the
"Mountain LAN", US-CAS, and NORAD-CAS; Data Networks -- Application
Servers, including US-GCCS, NORAD GCCS, CAVENET, DMS-SBU, and
DMS-SECRET; Voice Systems, including Defense Red Switch Network (DRSN),
Base Information Digital Distribution System (BIDDS), MILSTAR, Early
Pentagon Capability (EPC) (Remote), Land Mobile Radio (LMR), and
Cell/Page (cell phones and pager service); Video Systems, including
AVSM (unclassified closed circuit TV), Video Teleconferencing System
(VTS), and ESSS (video surveillance and microwave intrusion alarm);
Mission Center Equipment, including CMOC Command Center, CMOC Battle
CAB, Missile Warning Center, Space Control Center, NORAD Battle
Management Center (Air), Space Battle Management Center, Systems
Center, Mission Communications Center, Space Analysis Center, special
activities, CINC Suite, Project Displays, Personal Computers, plus
unique systems, including CSP, ATAMS, CTAPS, FAS, STARS, etc.; Other
Services include Job Control, Help Desk, Network Control Center,
Circuit Actions, Small Computer Management (including equipment
control), information management (including BITS), cable installation
and maintenance, and public address. The contractor shall also be
required to interface with other contractors or government agencies in
support of issues dealing with Cheyenne Mountain systems in areas
where the contractor is the functional manager. This listing should be
considered neither final nor all-inclusive at this time. Contract
start shall be on approximately 1 April 2001, preceded by a minimum of
a 120-day phase-in period. Performance periods are expected to be one
basic year with four one-year options. Contract type, SIC code,
business size determinations and acquisition procedures have not been
made final as of this date. Respondents must identify their business
status, i.e., woman-owned, minority-owned, Native American (tribally
owned or Alaskan Native), or large or small business, the point(s) of
contact with the appropriate voice and fax numbers, as well as the
mailing and email addresses. Those companies that have already
submitted this information need not submit the information again We
anticipate the proposed acquisition will be competed on a Full and Open
(Unrestricted) basis in accordance with FAR Part 15 and AFI 63-124 as
a direct conversion under OMB Circular A-76. A Cost Plus Award Fee
(CPAF) contract type for the basic effort is anticipated, with Cost
Reimbursement (No Fee) Contract Line Item Numbers (CLINs) for
contractor travel and contractor-provided logistic supply and support.
In addition, there will be a Severable Work CLIN that will be funded
and exercised as the need arises, under a contract type to be
determined at the time it is exercised. The applicable Standard
Industrial Classification (SIC) code for this requirement is 4813. The
final DRAFT Request for Proposal (RFP) has been posted to the
Electronic Posting System (EPS) at www.eps.gov, as have been previous
documents. All future documents related to this requirement will be
posted there as well. It is recommended that companies register for
this requirement through EPS for the purpose of being apprised of
updates to this requirement as they are posted. The Government
currently anticipates releasing the final RFP in early to mid-October
1999. An opportunity for one-on-one discussions between prospective
contractors and Government technical personnel and a Site Visit are
currently being scheduled for the week of 23 -- 27 August 1999.
