upgrade and remanufacture existing U.S. Army Ribbon Bridge system
components, however, appropriated funds are not available for this
effort. Accordingly, TACOM intends to enter into an exchange agreement
pursuant to 40 U.S.C. paragraph 481(c) to accomplish the scope of
work. Since no funding is available and a barter arrangement is
contemplated, the agreement may take the form of other than a
traditional FAR contract. Interested firms have 15 days from the
publication of this synopsis to submit in writing to the point of
contact identified herein their specific qualifications and
capabilities to perform this work. Responses received after the 15 days
or that lack information required to determine whether they can meet
our requirements will not be considered further. Based on the responses
we receive, TACOM may choose to not entertain offers on a competitive
