is a combined solicitation/synopsis for commercial items prepared in
accordance with the format in FAR subpart 12.6 as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation number is
F65501-99QP024 and it is a request for quote. The solicitation document
and incorporated provisions and clauses are those in effect through 3
May 99. The Standard Industry Code (SIC) is 7349. This solicitation is
a small business set-aside. DESCRIPTION: Scope of Work: The contractor
shall provide all labor, supervision, equipment, tools, chemicals, and
other items or services necessary to clean kitchen exhaust hoods and
ducts as defined in this Statement of Work, except as specified herein
as government property and services at Elmendorf AFB, Alaska. The
contractor shall provide a project manager who shall be responsible for
the competent performance of the work. The project manager shall have
full authority to act for the contractor on the installation. The
project manager shall meet with government personnel designated by the
contracting officer to discuss immediate problem areas. The project
manager shall respond within twenty four hours after the notification.
The contractor shall provide telephone numbers to call should the need
arise. The project manager shall be able to read, write, speak and
understand English. Contractor personnel shall present a neat
appearance and be easily recognized while in Air Force Facilities. This
shall be accomplished by wearing distinctive clothing bearing the name
of the company or by wearing appropriate badges which contain the
company name and employee_s name. The contractor is responsible for
acquiring an appropriate number of badges or uniforms to meet this
requirement at the contractor_s expense. Employees working in secure
areas shall be U. S. citizens. Hours of Operation: The contractor shall
perform work during the hours that will cause the least amount of
conflict with the user_s operations. Schedules: The contractor shall
submit to the Government Representative a schedule of cleanings five
working days prior to the end of each month for the next months
services. Definitions: Exhaust System: An exhaust system includes
hoods, filters ducts, piping, fire suppression devices, fans, dampers,
apparatus, and appurtenances of kitchen exhaust systems. The system
also includes roofs, ceilings, walls and other portions of the building
within ten feet of the intake and exhaust of the hood system.
Cleanliness: The system will be considered clean when no detectable (by
sight of touch) residue, film or coating are present. The contractor
shall clean all exhaust systems as listed on the attached sheet in
accordance with the frequencies as listed. It shall be the contractors
responsibility to protect food service equipment from contamination by
grease. Protective devices such as drop cloths, plastic, rags etc..
which have been previously contaminated with grease from previous
operations shall not be used. All cleaning shall be done with equipment
which will not damage or leave deleterious residue upon the duct work
or appurtenances of the exhaust system. Detergents, solvents, and other
materials used in the cleaning process shall be certified that they
will not deteriorate materials found in exhaust ducts or the mechanical
accessories in the exhaust systems. After cleaning, all detergents,
solvents, etc.., shall be removed form the areas cleaned. Horizontal
ducts shall be drained and left dry. All stainless steel areas shall be
wiped down with a liquid polish that is not harmful to the exhaust
system. All grease shall be removed from fusible link assemblies, fire
discharge nozzles, fire dampers and exhaust fan assemblies. Only
clean, freshly laundered rags may be utilized for cleanup. The
contractor shall report any deficiencies found in the exhaust system to
the Government Representative within 24 hours after the cleaning
operation. FOB Destination is required, performance location on
attached sheet. Performance Period: 1 Oct 99 through 30 Sep 2000. The

(http://www.ccr2000.com). Wage Determination No. 94-2017, revision 17
hereby applies. Offers are due for this solicitation on 30 Aug 99/4:00
