All equipment is located at the EPA Region 9 Laboratory, 1337 South 46th Street, Building 201, Richmond, California, 94804. One Hewlett Packard gas chromatography/ECD system, located in Room 400, including the following components: one model 5890E gas chromatograph (serial number 3336A59756), dual model G1223A ECD detectors (s.n. K1361 and K1362), dual model 18593B autosampler injectors (s.n. 3524A42909 and 3524A42910), one model 18596C autosampler tray (s.n. 3524A38941), one model G1512A autosampler control unit (s.n. 3523A02017). One Hewlett-Packard gas chromatography/FPD system, located in Room 400, including the following components: one model 5890A gas chromatograph (serial number 3223A4317B), dual model 19256A flame photometric detectors, one model 18593B autosampler injector (s.n. 3231A31681), one model 18596B autosampler tray (s.n. 3230A29314), one model 18594B autosampler control unit (s.n. 3231A29399). Two Finnigan gas chromatography/mass spectrometry systems, located in Room 201, including the following components: 1.Finnigan INCOS 50 mass spectrometer (serial number IN000377), Hewlett/Packard model 5890A gas chromatograph (serial number 2750A18523), Tekmar ALS2016 purging autosampler, model 14-2962-200 (serial number 92196001), Tekmar LSC2000 sample concentrator, model 14-2000-000 (serial number 88239003), Tekmar sample heater accessory, model 14-3310-500 (serial number 94098009), 2.Finnigan INCOS XL mass spectrometer (serial number IN002547) Varian model 3400 gas chromatograph (serial number 13886), OI Analytical model 4560 sample concentrator (serial number J518460718), OI Analytical model DPM-16 purging autosampler (serial number C514411875), following components:Two ABC Instruments (now OI Analytical) Gel Permeation Chromatograpy systems, located in room 404, including the two model AS-2000 Autoprep gel permeation chromatograph sample units (s.n. 9330-SI and 9252-SI), two model AS-2000 Autovap automated concentrator units (s.n. 9230-AV and 9231-AV), two model UVD-1 UV-Vis detectors (s.n. 015/13464 and 124/13183), two model 1101-9077 strip chart recorders (s.n. 1248 and 1252). 1.PREVENTIVE MAINTENANCE INSPECTIONS A.The Contractor will provide two (2) preventive maintenance inspections (PMI) for all items during the contract period. PMIs will be scheduled through communication with the Laboratory Team Leader or designee, but should be conducted at approximately 6 month intervals. B.PMIs will be performed in accordance with the specifications contained in the manufacturer's service manual. 2.REPAIR SERVICE A.Unlimited emergency service calls in the case of instrument breakdown will be provided at no additional charge. B.The Contractor shall operate and maintain a telephone emergency assistance number available from 8:00 AM to 4:30 PM (Pacific time) Monday through Friday, excluding holidays. Individuals at this number shall be capable of providing troubleshooting information and dispatchingemergency personnel. 3.AVAILABILITY OF TEST EQUIPMENT AND SPARE PARTS A.Contractor will be able to show proof of order for parts replacement within 24 hours for parts that are not included in their inventory. The Contractor will make arrangements for the fastest delivery and will resume work upon receipt of parts within 8 hours (one day). B.All parts replaced will be identified by part number shown on the manufacturer's parts list. All parts replaced will be new/exchange replacement parts which meet the original manufacturer's specifications. C.The Contractor will furnish all parts required in the maintenance of the equipment listed herein at no additional cost. 4.DOCUMENTATION At the completion of each preventive maintenance inspection and emergency service call, the Contractor will present a written service report to the Laboratory Team Leader or designee. This report should clearly indicate the date of the service, the type of service performed (emergency or preventive maintenance), the model andserial number(s) of the equipment serviced, the name of the field service technician and a brief description of the service performed. The Laboratory Team leader or designee will sign the report and will receive a legible copy of the report from the Contractor. 5.RESPONSE TIME Emergency maintenance shall be commenced promptly after notification that equipment is inoperative or malfunctioning and is in need of service. The Contractor shall respond to an instrument trouble call by telephone within four (4) hours after request for emergency service is called by authorized supervisor at the facility. Telephone troubleshooting will be utilized to determine the nature of the problem and to inform the facility when the service technician will arrive. The Contractor's maintenance personnel shall arrive at the facility within 24 hours after the initial call-back contact. Contractor's personnel shall bring service manuals and other information necessary to repair equipment. 6.QUALITY OF SERVICE All Contractor Service Technicians responding to trouble/maintenance calls where actual on-site work is to be undertaken must have documented proof of manufacturer's maintenance training and/or extensive experience in repair of specific equipment listed under this contract. 7.TECHNICAL SUPPORT If the equipment listed herein has a malfunction that remains undiagnosed after 24 hours once the repairs have begun, then it becomes the responsibility of the Contractor to call the manufacturer for technical support. 8.DAYS AND HOURS OF WORK Work required in the performance of this contract shall be performed during the Government's regular administrative working hours, 8:00 AM to 4:30 PM, Monday through Friday, except Federal Holidays. The Contractor will be expected to work "on-site" until the end of the scheduled working hours period whenever necessary. The Contractor shall notify the Laboratory Chemistry Team Leader (Richard Bauer, 510-412-2312) or designee at least forty-eight (48) hours in advance of all preventive maintenance visits. 9.CALL BACK SERVICE Call back service which is required due to poor or incomplete repairs will be available from 8:00 AM to 4:30 PM, Monday through Friday, at no additional charge to the Government.
