U.S.Securities and Exchange Commission intends to award a sole source
contract to Dennis J. Lehr, located at Columbia Square, 555 Thirteen
Street, N.W. Washington D.C. Mr. Lehr will serve as a part-time
consultant who shall gather information for providing advice, opinions,
recommendations, or ideas to SEC staff on 1) legal and policy related
matters within the jurisdiction of the General Counsel and other SEC
Divisions and Offices; 2) review and advise the Commission's
attorney-recruitment program, including the rendering of advice related
to improvement of the current recruitment program; and 3) render advice
as to current securities matters including cross-border trading and
disclosure reform. Services will include attending meetings and
delivering oral and written reports to Commission staff. Contracted
services will average two and one-half days per week for one year
starting on or about September 1, 1999. The Commission has surveyed the
market and determined that Mr. Lehr, due to his unique expertise and
specialized knowledge, will be awarded a sole source contract for these
services. The proposed contract action is for supplies or services for
which the Government intends to solicit and negotiate with only one
source under the authority of FAR 6.302. Interested persons may
identify their interest and capability to respond to the requirement or
submit proposals. This notice of intent is not a request for
competitive proposals. However, all proposals received within fifteen
days after date of publication of this synopsis will be considered by
the Government. A determination by the Government not to compete with
this proposed contract based upon responses to this notice is solely
within the discretion of the Government. Information received will
normally be considered solely for the purpose of determining whether to
