Science and Engineering: 2000 COMBINED SYNOPSIS SOLICITATION.
SOLICITATION RFQ CPO 99-030. The National Science Foundation requires
editorial support services for the publication Science and Engineering
Indicators 2000 Women, Minorities, and Persons with Disabilities in
Science and Engineering: 2000. This task is for editing only, not
composition. This is a combined synopsis solicitation for commercial
items prepared in accordance with the format in Subpart 12.6, Notice.
THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; WRITTEN RESPONSES
SHOULD INCLUDE PRICES AND TECHNICAL DATA SUFFICIENT TO DETERMINE
TECHNICAL COMPETENCE ALONG WITH YOUR CERTS AND REPS. A WRITTEN
SOLICITATION WILL NOT BE ISSUED. This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-13. Description of services are as follows:
STATEMENT OF WORK The National Science Foundation, through its Division
of Science Resources Studies (SRS), requires editorial support services
for the publication Women, Minorities, and Persons with Disabilities in
Science and Engineering: 2000. The Contractor shall perform the
following: Editorial support Provide substantive editing, copy editing,
proofreading, and a statistical review for approximately 150
double-spaced pages of text, 25 text tables, 120 appendix tables, and
40 figures. The statistical review should include a review for content
relevancy and the accuracy of statements based on tables and graphs.
Also, statements with a statistical basis need to be scientifically
sound (e.g. not case studies, large enough sample, not omitting
important co-variates, etc.). Any additional specifications required
for the statistical review will be provided by the author following the
award of the contract. In addition to the substantive and statistical
review outlined above, copyedit and proofread approximately 25 text
tables and 120 appendix tables (of which 110 are comprised of 5 pages
or less) for accuracy (add all subtotals and totals), consistency,
spelling, style, and layout. The Contractor shall also copyedit and
proofread approximately 40 charts for accuracy, consistency, spelling,
style, and layout. Input all changes resulting from editing of text,
tables, and figures. Text will be provided to the Contractor in
Microsoft Word 97 for PC. The Contractor shall provide editing comments
to the text electronically following review cycles using the Microsoft
Word online editor function. The Contracting Officer's Technical
Representative (COTR) will provide the tables and figures to the
Contractor in Microsoft Excel 97 for PC. The Contractor can provide
editorial comments to tables and figures on hard copy but will be
required to make subsequent changes following review cycles to the
electronic file. The Contractor shall provide edited tables and charts
in Microsoft Excel 97 for PC. Incorporate three standard review
cycles. The first cycle will consist of the Contractor's initial
substantive edit, statistical review, and copy edit and the
author/Program's review. The second cycle will follow the external
Division review. The third cycle will follow the internal
Division/DirectorateNSF and OMB review. Provide finished electronic
files (in PC format), upon completion of the third cycle, on a ZIP disk
to the COTR for each chapter, overview, and appendix, as well as all
tables and figures. Proofread and fact-check the composition copy.
Following completion of the composition, the COTR will provide a copy
of the composition to the Contractor. The Contractor shall complete the
proofreading and fact-checking within five (5) business days. Proofread
final blueline proofs. The COTR will provide blueline proofs to the
Contractor. The Contractor shall proofread the bluelines against the
camera-ready copy. Due to the quick turnaround time required on
bluelines from most printers, the Contractor shall complete the
blueline review in one full business day. Guidelines for editing
include previous version of this publication, NSF 99-338, Women,
Minorities, and Persons with Disabilities in Science and Engineering:
1998, and the U.S. Government Printing Office Style Manual,
supplemented by The New York Public Library Writer's Guide to Style and
Usage, and any additional exceptions provided by the COTR; the SRS
Publications Manager, or other designated representative. The
publication, NSF 99-338, is available on the World Wide Web at
http://www.nsf.gov/sbe/srs/stats.htm. Resumes: The Contractor shall
provide resumes for all members of the editing team. This task requires
experienced statistical editors. NOTE: Qualified individuals should
have a minimum of a Master's degree in statistics, economics,
sociology, psychology, or mathematics, or at least seven years
experience in working with similar statistical data. Proposals shall
include samples of each editor's work as well as reference names and
telephone numbers for each editor. References will be contacted as part
of the proposal review process. The Contractor is expected to be
familiar with previous editions of the Science and Engineering
Indicators report. Communication The Contractor shall meet with the
COTR, and any other designated representatives to plan scheduling,
editing, and formatting following the award. The Contractor shall
provide weekly progress updates to the COTR and maintain an open line
of communication with the COTR and/or designated representatives. The
Contractor shall be available to meet with the COTR and/or designated
representative as needed either in person (assume 2 trips), by
telephone, or email for the duration of the contract. The form of
meeting (in person, telephone, email) will be determined by the COTR.
Due to the nature of this publication, frequent communication is
necessary and required. Timetable The Contractor shall complete all
editing and formatting within 4 weeks from the award date. Deliverables
The Contractor shall provide draft copies of edited text, tables, and
charts and formatted tables and charts to the COTR,and/or other
designated representatives as necessary, to be determined in the
initial meeting of the Contractor and the COTR following contract
award. The Contractor shall provide 3 final hard copies of all text,
tables, and charts and final electronic copies of the same in the
formats specified above to the COTR, and/or other designated
representatives. The Contractor shall arrange the date for final
delivery with the COTR three weeks prior to the end of the contract.

acquisition. In addition to clause 52.212-5, the Contracting Officer
has determine the following clauses applies under paragraph (b),

52.222-26-Equal Opportunity; 52.222-35-Affirmative Action for Disabled
Veterans and Veterans of the Vietnam Era; 52.222-36 Affirmative Action
for Workers with Disabilities; 52.232-33-Payment by Electronic Funds
Transfer-Other than Central Contractor Registration; 52.222-41-Service
Contract Act of 1965. Offerors are to submit a completed copy of the
provision 52.212-3, Offeror Representations and
Certifications-Commercial items. Certification and Representations may

after 52.) 52.212-2 Evaluation-Commercial Items. The following factors
will be used to evaluate offers: [1] Technical; [2] Past Performance;
[3] Price. Technical and Past Performance when combined are
approximately equal to price. [1] Technical -- evaluation will be based
on your understanding of the solicitation requirements, personnel
qualifications, experience, and samples. The Offeror shall provide a
minimum offour (4) samples of a technical or scientific document they
had edited which has quantitative analysis, charts and tables.
Evaluation will be based on content, organization, statistical merit
and relevance, grammar, and style. [2] Past Performance: The offeror
shall provide a minimum of four (4) references including company names,
addresses and telephone numbers of the contact person, and annual
dollar value of each account. Overall evaluation will be conducted in
accordance with simplified acquisition procedures for commercial items.
NSF anticipates award date of September 30, 1999; the sic SIC code for
this acquisition is [2721] small business size standard of not more
than [500] employees. It is assumed that the facilities used in
performance of this service is within a 100 kilometer (62-mile) radius
of the NSF Headquarters, Arlington, Virginia. Any offeror intending to
use facilities outside this area will be required to furnish
information with their proposal which, will on its face, demonstrate
your ability to meet the solicitation requirements. The determination
by the Government of the acceptability of this information in no way
relieves the successful offeror of the responsibility for compliance
