Washington, DC 20220, is issuing this combined synopsis/solicitation
for commercial items prepared in accordance with Federal Acquisition
Regulation 12.6, as supplemented with additional information included
in this notice. The contractor shall assist the Office of Personnel
Policy (OPP), Department of the Treasury in the preparation of a report
on Human Resource Initiatives. This report shall be prepared for the
Office of the Secretary, Department of the Treasury. This announcement
constitutes the only solicitation; proposals are being requested and
a written solicitation will not be issued. Request for proposal number
is A-99-00020. The incorporated clauses are those in effect through
Federal Acquisition Circular 11. This solicitation is open to any
responsible and responsive vendor. SIC code is 8748. STATEMENT OF WORK.
1.0. BACKGROUND. The Office of Personnel Policy (OPP) needs to acquire
the services of a contractor to assist us in the preparation of a
report (approximately 40-pages) to the Secretary on Human Resource
initiatives. During the summer of 1998, the Secretary of the Treasury,
his top policy officials, and Bureau Heads met as a corporate body to
discuss human resource challenges and plans for change to ensure that
the Department recruits, develops and retains key talent needed to
build a strong institution as we enter the 21st century. This corporate
body identified the following key initiatives: 1) personnel
flexibilities; 2) developing people internally; 3) dealing with poor
performers; 4) communication and inclusion; 5) marketing and
recruiting; 6) quality of work life; 7) alternate career strategies; 8)
tying values and performance together. The report shall highlight
progress to date on these initiatives and discuss "what's on the
horizon". We are seeking expert assistance in preparing a
"cutting-edge" dynamic report. 2.0 SCOPE OF WORK. To complete this
report, the contractor shall execute the following tasks. 2.1. The
contractor shall meet with representatives of Treasury's Office of
Personnel Policy (OPP) to discuss the design and content of the report.
2.2. Using source material provided by OPP and notes from interviews
with OPP staff members, the contractor shall create a 17,500-word draft
(approximately 40 finished pages) of the report, with suggestions for
graphics. OPP will review the draft, make revisions (up to 25 percent)
and finalize the copy and graphics. 2.3. The contractor shall copyedit
the report and submit it to OPP with any queries. OPP will review the
final draft and respond to the queries. Simultaneously, the contractor
shall create two comps (each comp includes a front cover and a
two-page text spread). OPP will choose the design it prefers, and the
contractor will refine the cover (up to 25 percent revisions) and
create a template in a desktop publishing program for the text pages.
2.4. The contractor shall flow the approved text and graphics into the
design template and proofread the pages. OPP will review the final
page proofs and cover. 2.5. The contractor shall make minor final
revisions, conduct a quality control review of the document, and
prepare files for the printer. 2.6. The contractor shall prepare a
Laser output of the final approved version. This output shall show
bleeds, colors and all final corrections. 2.7. For all print jobs
furnished on electronic media (regardless if they are a 3-1/2" floppy,
ZipDisk, SyQuest or CD-Rom), the contractor shall complete Form GPO
952, which will be provided by OPP. The contractor shall include fonts
(screen and printer) and artwork linked to the page layout template on
the disk. If photos have been scanned into the disk, the prints shall
be available when submitted for printing. 2.8. The contractor shall be
available to correct problems or provide missing files through the
proof stages. The contract will be awarded using the "Lowest Price
Technically Acceptable Offer" method. The following FAR Clauses are
