PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS
SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. This is
Request for Proposals 99WRQQ0061. The solicitation document and
incorporated provisions and clauses are those through Federal
Acquisition Circular No. 97-13. This procurement is restricted to small
businesses. The Standard Industrial Classification Code is 7336, small
business size standard is $5M. DESCRIPTION: Design, fabrication, and
installation of exhibits and displays in the USGS Western Region
Visitor Center, 345 Middlefield Road, Bldg. 3, Menlo Park, CA 94025.
The contract shall include design, manufacture and installation of
displays for the Visitor Center. Design firm must work with existing
infrastructure and layout of the (approx. 700 sq. foot) visitor center
room. Design firm will work with USGS personnel to design scientific
exhibits and displays that showcase the USGS and the work USGS does.
Exhibits will range from simple hands-on displays of rocks or other
specimens, to high-tech, interactive computer displays, with real-time
USGS scientific data on the Internet. The presentations of the themes
would contain images that would be of general interest and associated
text that would contain details of the applicable science. The
historic themes would show the origins of various areas of mapping
science and how these areas of mapping science evolved to present day
practices. The current themes would show present day mapping technology
and its application to current needs. Images for the historic themes
could be taken from the USGS archives or from historic books and
documents. The themes could change at reasonable intervals, perhaps
once every six months. USGS will provide all scientific content, and
some text, materials, and specimens. The design should be flexible
enough to accommodate multiple uses of the visitor center space and
changing exhibits over time. Work to begin no later than September 30,
1999 and be completed no later than September 30, 2000. Pricing will
be on a time and material basis. In order to facilitate the location of
this project, the location of the contractor shall be no more than 50
miles from the USGS offices which are located in Menlo Park, CA.
Contact the Contracting Officer to arrange for a site visit. Offerors
shall prepare proposals in accordance with FAR 52.212-1, Instructions
to Offerors -- Commercial Items and include completed FAR 52.212-3,
Offeror Representations and Certifications -- Commercial Items. Copies
of this provision may be obtained by contacting the Contracting
Officer. FAR 52.212-2, Evaluation-Commercial Items, is applicable.
Proposals should address and will be evaluated on the following
criteria in descending order of importance: (1) Experience in science
theme presentations; (2) Quality of presentations; (3) Past performance
in production of similar science theme presentations; and (4) Price.
Technical and past performance, when combined are more important than
cost or price. Cost or price determination will be based on best value
to the Government. FAR 52.212-4, Contract Terms and Conditions --

52.222-21, 52.222-26, 52.222-35, 52.222-37, 52.225-3, 52.000S-5083,
52.232-16, 52.245-02, AND 52.246-04. Proposals shall be mailed to the
Contracting Officer at the address above so as to arrive by 2:00 PM PDT
on the due date specified above. Facsimile and email responses are not
acceptable. Government may award without discussions. Proposals must
