COMMERCE BUSINESS DAILY ISSUE OF AUGUST 12,1999 PSA#240866 -- NITRIC OXIDE ANALYZER FOR GAS AND LIQUID SAMPLES NOTICE OF INTENT
TO SOLE SOURCE. The National Institute for Occupational Safety and
Health (NIOSH), iin Morgantown, WV, has a requirement for a nitric
oxide (NO) analyzer for measurement of NO in exhaled breath and
measurement of NO in liquid samples. The NO analyzer must use
chemiluminescence technology and have a detection limit of less than 1
ppb for measuurement of NO in exhaled breath. It is necessary for the
instrument and software obtained to be able to perform measurements of
exhaled NO consistent with recently-published guidelines suggested by
the American Thoracic Society (ATS). The Government requires an
instrument for measurement of NO in both gas and liquid samples with an
inhalation scrubber system to eliminate inhalation of NO from leading
to falsely elevated exhaled NO values. Also required is a calibrated
flow restrictor for use in single breath analysis of NO and software
including programs for liquid sampling, restricted exhaled breath
measurement, breath by breath sampling and bag sampling. The unit must
be small and easily transportable to work sites for studies. The
Government intends to negotiate on a sole-source basis with the
Sievers, Plumsteadville, PA. This notice of intent is not a request for
quotations. Organizations may respond within 10 days after publication
of this notice and demonstrate that they have the expertise and
capabilities necessary to meet the stated requirements. Forward
