This Presolicitation Notice is for Basewide 8(a) Grounds Maintenance Services for the 30th Space Wing, Vandenberg AFB, California -- Solicitation F04684-99-R-0006. The Request For Proposal and Statement of Work are electronically posted on the Web as of Aug 04, 1999. A Small Business Administration certified 8(a) participant, upon competitive award, is to provide all management, technical expertise, supervision, tools, equipment, supplies, labor, and formal quality control program necessary to properly perform grounds maintenance services on Vandenberg Air Force Base. Services shall be performed in accordance with the posted Statement of Work (SOW), applicable maintenance standards established and subscribed to as commercial marketplace/industry standard practices, as well as all applicable federal, state, and local government laws/regulations. The selected Contractor will service, as needed, approximately 1,200 acres of vegetated base lands to predetermined monthly maintenance levels. Overall basewide acreage serviced annually is estimated at approximately 17,000 acres. Required services are expected to include MAINTAIN GROUNDS within parameters specified for each of several SOW described land uses such as GENERAL or COMMON AREAS, SPORTS FIELDS and REFORESTATION AREAS. Also TREE LINE MAINTENANCE, ROADSIDE MAINTENANCE AND HERBICIDING, and HERBICIDE/STERILANT APPLICATION. Finally, there will be individual task orders for SPECIAL PROJECTS & EMERGENCY/SPECIAL EVENTS such as INSTALL IRRIGATION SYSTEMS, PLANT TREES AND SHRUBS, HYDROSEEDING, LANDSCAPE PROJECTS, and possible STORM or ACCIDENT DAMAGE, ETC. The intended contract will have one basic performance year commencing Oct 01 1999, with four additional one year options anticipated. This is a competitive 100% set-aside for 8(a) program participation under SIC 0782 size standard of $5 Million. The contract resulting from this solicitation is intended to be a Performance Based Firm Fixed Price Requirements instrument, a Commercial Acquisition, acquired competitively using the Performance-Price Trade-Off technique.
