(440)717-2839 This is a Request for Quotations, for which it and all
incorporated provisions are those in effect through Federal Acquisition
Circular 97-11. The procurement is 100% Set-Aside for small business.
The Standard Industrial Classification Code (SIC) is 8742. The small
business size standard for this procurement is $5 million. This is a
combined synopsis/solicitation for a commercial service prepared in
accordance with the format in FAR subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The Cleveland Business
Center, Cleveland, Ohio, referred to hereinafter VA Learning University
(VALU) proposes to enter into a contract for consulting services to I)
Assist and support the Office of Education in the development and
preparation of the renewal of the A.C.C.M.E. Accreditation Report
including System 98, which must be submitted November 1999 prior to the
accreditation survey in March/April 2000. The vendor will then assist
and support the VALU staff through ACCME accreditation survey scheduled
for July/August 2000. The Veterans Health Administration (VHA)is one of
the few consortia applying for reaccreditation, the eyes of the
academic and educational world are watching this endeavor with great
interest. The vendor is responsible for: a)Establishing and/or
reviewing timeline for application preparation; b)Reviewing materials
generated by VALU towards this application; c)Providing written
comments on these draft application materials, with criticism of
clarity, suitability of content to ACCME requirments, suggestions for
improvement; d)Drafting sections of these materials as example or to
illustrate certain points as production aid for VALU staff. II)Provide
consultant services to enable VALU to develop relationships with
outside educational resource services and/or funding organizations.
There are non-Federal organizations interested in providing the
Government with gifts to accomplish aspects of our mission. Vendor will
initiate and facilitate working relationships of VALU staff with these
organizations in order to secure or utilize educational activities,
products and services. Such gifts must comply with VALU policy on
commercial support activities, and federal ethics statutes and or laws.
A variety of educational modalities will be explored and used to
strengthen VALU capabilities. These modalities will include, but be
limited to: a)National satellite TV broadcast, b)Internet CME
activities and products, c)Integrated distance learning using regional
video teleconferencing, d)Publications of supplements in national
health care journals, d)Academic institutions. Vendor will also work
with VALU staff to research and develop print supplements and
publications for key national journals. III) Vendor will provide
consultative services to help VALU develop capabilities for
strengthening our collaboration with non-government organizations,
institutions, and foundations. Vendor will work with VALUstaff to
develop procedures/protocol for establishing and maintaining
relationships with non-VALU organizations to publish selected VA
materials and collaborate on national education. IV) Vendor will
identify potential relationships and support VALU staff in the
development of collaborative relationships between national
professional societies and the VALU Office of Education for the purpose
of establishing partnerships for the usage of educational materials and
learning resources such as enduring material, Internet CME programs,
and other educational activities, products and services. V) Vendor will
provide all deliverables as written above and quarterly written
progress reports (original plus one copy). This report will be basis
for certifying invoices for payment. The period of performance is
September 1999 for a 12 month period. This contract will have 2 line
items; the first line item for professional services as written above
with sub-categories I-V, second line item for travel cost and other
miscellaneous expenses. Identify the number of hours, hourly rate, and
extended price as necessary. Seperate the proposed costs in the
categories I through V as broken down above. The following provisions

technical proposal and cost proposal. The technical proposal shall
address the following evaluation factors in descending order of
importance which are more in importance to price: 1)Experience and
participation with ACCME Accreditation and CME activities, 2)Experience
in securing ACCME commercial support and other related medical
education commercial support, 3)Knowledge of health profession
professional societies and voluntary organizations 4)Knowledge of
Federal Government law and VA regulation on gifts. Alongwith technical
proposal provide at least three sources for past performance
verification. Contractor proposal shall also contain the information
required in provisions 52.212-1, a completed copy of 52.212-3 and the
certification required in 852.219-70. Documents and forms cited in this
