Center has a requirement to create an ACCESS database, Y2K compliant
for the purpose of maintaining a real-time inventory balance by
location, of all FX account materiel at Defense Distribution Center
Warner Robins AFB. GA. Currently there are approximately 2000 FX
account stock numbers and locations; however, this number is subject to
increase or decrease substantially over time. A major requirement also
exists for the capability to access a transactional history by
Document Number, Part or Serial Number, Stock Number, Noun or location.
This audit capability should allow the user the ability to view
on-screen, or print, a history of all transactions pertinent to a given
Document Number, Part or Serial Number, Stock Number Noun or location
from the inception of the database forward to the present. The time
parameters should be dependent upon the user's input. A requirement
exists to ensure database integrity and security. This requirement
dictates utilization of varied levels of passwords, dependent upon the
function of the user. A number of Systems personnel will have the
ability to change data in the same manner as the warehouse personnel
(using "Forms"), in addition to having the capability to modify the
database in an administrator's capacity. This will include the
capability to utilize the "Purge File" option, generally to be
performed but once a day. Another number of Systems personnel will have
the ability only to change data using "Forms". This capacity level will
equal the capacity level given to warehouse personnel to input data.
Finally, a "Read Only" capability will be given to additional members
of the Air Force Community. This group will only be allowed to view
reports on-screen and print reports. It will not allow them the
capability to change data, or input data, in any capacity. A
requirement exists to ensure the database is user-friendly to all of
the end-users. These users include the warehouse personnel who will be
inputting the transactions on a daily basis, a select few members of
the Air Force and DLA Communities who will possess "Read Only"
capability and members of the Systems Office. Some members of the
systems office will be modifying and maintaining the database and
others will have the capability limited to inputting data using
"Forms". The database should be designed to allow warehouse personnel
the ability to input transactions via a Drop Down Menu, using Forms.
The options from this Drop Down Menu are: Add Record; Modify Current
Record; View Report On-Screen; Printer Master FX Account Report; Print
Other Reports and Exit the Database. The database will maintain a
running balance for each location. The database should be designed to
allow warehouse personnel the capability to input daily transactions
using "Forms". This input will modify the data records of each affected
record. The fields shall have the lengths consistent with those
enumerated: Location (14); Stock Number (20)(Alpha-numeric); Part or
Serial Number (20); Document Number (16-18); Account (3); Unit of Issue
(2); Condition Code (1); Security Code (1); Receipt Quantity (5); Issue
Quantity (5); Ending Balance (5); Employee's identification (3);
Comments (30); and Project Code (3). The data base should be designed
to allow for various types of reports to be generated, including but
not limited to, the following reports. The reports include (1) Master
FX account Report; (2) Transactional History Report; (3) Quantity by
Location Report; (4) Quantity by Stock Number Report; (5) Quantity by
Document Number Report; (6) Production by Warehouse and Storeroom
Report; (7) Workload by Employee Report; (8) Production by Shift, by
Warehouse Report; (9) Production by Time Report; (10) Workload by
Security Code Report; and (11) End of Day Production Warehouse Report.
the aforementioned reports should be available immediately at the time
the database is implemented. The personnel at Defense Distribution
Depot Warner Robins, AFB, GA will also need to be trained fully to be
able to use the new database created. THIS IS A COMBINED
SYNOPSIS/REQUEST FOR QUOTATION. THIS ANNOUNCEMENT CONSTITUES THE ONLY
REQUEST FOR QUOTATION. PROPOSALS ARE BEING REQUESTED AND A WRITTEN
REQUEST FOR QUOTATION WILL NOT BE ISSUED. The resultant contract is
being processed in accordance with Simplified Acquisition Procedures.
All responsible small business concerns may submit a quotation for the
above, which if received by 3:00 PM EDST on 20 August 1999 shall be
considered. NOTE: ALL SOURCES MUST BE REGISTERED IN THE CENTRAL
