Environmental Protection Agency (U.S. EPA) intends to negotiate on a
sole source basis with Prevencion, Inc., for the purposes of awarding
a purchase order that will satisfy the U.S. EPA's Office of Children
Health Protection requirement entitled "Spanish Language Environmental
Health Public Outreach Program." The requirement is for a media
campaign (nationwide radio series) that promotes specific health
actions to maintain health, prevent disease or promote specific
treatment options to protect children from environmental threats. The
contractor shall develop, produce and broadcast five (5) sets of a
weekly radio series composed of five (5) different 90-second radio
programs in Spanish. This procurement is being conducted under the
Simplified Acquisition Procedures (SAP) of the Federal Acquisition
Regulations (FAR) PART 13. The Other Than Full and Open Competition
requirement is in accordance with [10 U.S.C. 2304 (c)(1)] FAR 6.302-1.
This synopsis is not meant to solicit proposals or quotations for this
requirement, but is for informational purposes only. Interested
persons, however, may identify their interest and capability to respond
to the requirement. Additionally, any proposals received within
forty-five days (thirty days if award is issued under an existing basic
ordering agreement) after date of publication of this synopsis will be
considered by the Government. A determination by the Government not to
compete with this proposed contract based upon responses to this notice
is solely within the discretion of the Government. Information received
will normally be considered solely for the purpose of determining
whether to conduct a competitive procurement. See note number 22.
