V -- HELICOPTER FLIGHT SERVICES TO ACCOMPLISH WILDLIFE CAPTURE SOL 8099-27 DUE 091799 POC Vicki Adams, Procurement Technician; Phone 208-387-5760, Fax: 205-387-5780 The Contractor shall hold a current Federal Aviation Administration Air Carrier or Operating Certificate. Aircraft used on awarded contracts will be required to be operated and maintained under the provisions of 14 CFR Part 135. The Contractor as well shall be certificated under 14 CFR Part 133, Rotorcraft External-Load Operations. Services required are for light turbine helicopter flight services fully Contractor operated and maintained to support Department of the Interior (DOI) bureaus and office wildlife programs. As well as the actual capture by aerial net gunning, darting or drive trapping, the Contractor may be required to handle and process animals as required by the bureau program. Processing of animals may include, but is not limited to taking measurement and weight of the animal, drawing blood samples, placing radio collars and/or ear tags, etc.. In these cases, it is the Contractor's responsibility to provide adequate and knowledgeable personnel to accomplish these functions. The Government expects to make multiple awards in order that an adequate number of sources will be in place to cover projects that may occur concurrently. Award of a contract does not guarantee each awardee will be utilized. Contractor selection for specific projects will be in accordance with the ordering procedures identified in the solicitation with price being a considered criteria. Resultant contracts will be on an on call basis to extend for one year beginning upon October 1 with options to renew for 2 additional years. The Governments initial bidders list for this solicitation will consist of companies known to the Government to provide helicopter aerial capture services. If you believe you may not be on this list and are interested and have the capability to provide this type of aircraft service, you should submit a written request for the solicitation to the Office of Aircraft Services contracting office. No further CBD notices will be issued concerning DOI helicopter flight services for aerial capture during theduration of performance identified in the solicitation, including option years. All expected DOI helicopter flight services for aerial capture will be fulfilled through the awards expected as a result of this RFP.
