is a combined synopsis/solicitation for commercial items. This
announcement constitutes the only solicitation; quotes are being
requested and a written solicitation will not be issued. This
solicitation N00406-99-T-5395 is issued as a request for quotation.
This solicitation is a 100% small business set-aside to be procured
under simplified acquisition procedures. Note 1 applies. RYG program
evaluation applicable. The U.S. Government requires the following: CLIN
Description 0001- MONORAIL FLOATING BALL BEARING TURNTABLE (Modified);
Quantity 7 each. DETAILED DESCRIPTION OF MODIFICATION: Monorail
Floating Ball Bearing Turntable will be TC/AMERICAN MONORAIL Part No.
3912 (Modified as described below) OR equivalent.
MODIFICATION/CHARACTERISTICS OF EQUIPMENT: 5000 LB capacity; Outside
diameter: 26" +0.000/-0.125"; Height of turntable and beam assembly no
greater than 14.000"; 8 x 4 x 18.4# I beam, s-shaped, ordinary
strength steel, length 24" +/- 0.063"; Maximum weight of assembly is
300 LBS;should be designed to be manually turned by one average
strength person while at maximum load. TESTING: Manufacturer load test
and certify I.A.W. ASME B30.11 DESIGN REVIEW BEFORE MANUFACTURE: The
contractor/manufacturer shall provide design drawings for Puget Sound
Naval Shipyard (PSNS) review before commencing construction. Bolt holes
for attachment will be specified by PSNS after receipt of the design

INFORMATION: The above equipment must be delivered F.O.B. Destination
to Puget Sound Naval Shipyard, Bremerton, Washington by December 17th,
1999. PROVISIONS: The following FAR and DFARS provisions apply to this
acquisition and will be included in full or reference, as appropriate,
in any subsequent award document: 52.214-4, Contract Terms and
Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commercial
Items(including 52.219-8; 52.219-14; 52.222-21; 52.222-26; 52.222-35;
52.222-36; 52.222-37; 52.232-36); 252.225-7016, Restriction on
Acquisition of Ball and Roller Bearings (AUG 1998). These clauses can

provision applies to this acquisition: 52.212-2, Evaluation- Commercial
Items (JAN 1999) (a) The government will award a contract resulting
from this solicitation to the responsible offeror whose offer
conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. (b) The following
factors shall be used to evaluate offers: (I) Technical capability of
the item offered to meet the Government requirement; (II) Price; (III)
Past Performance. (c) A written notice of award of acceptance of an
offer, mailed or otherwise furnished to the successful offeror within
the time for acceptance specified in the offer, shall result in a
binding contract without further action by either party. Before the
offer's specified expiration time, the Government may accept an offer
(or part of an offer), whether or not there are negotiations after its
receipt, unless a written notice of withdrawal is received before
award. All responsible sources may submit an offer/bid which shall be
