services are required for the design of multiple projects for the
Centers for Disease Control and Prevention (CDC) in Atlanta, Georgia.
Facilities will be located at the CDC's Chamblee Campus (Buford
Highway) and the Edward R. Roybal Campus (Clifton Road) in Atlanta.
Scope of work includes laboratory planning, architectural, mechanical,
electrical, plumbing, fire protection, structural, civil and any other
required disciplines to perform pre-design studies, program
development, investigations and evaluations, design and construction
document production, cost estimates, construction phase services,
building commissioning services, participation in an independent value
engineering process, and other related services for the listed project
types. The CDC provides the requisite support and service facilities to
foster and maintain a state-of-the-art public health environment. Such
facilities may include but are not necessarily limited to Bio-safety
Levels II, III, and IV research laboratories and laboratory support
functions, animal housing, office buildings, conference facilities
including auditoria and food service, parking structures, campus
utility and infrastructure, hazardous material storage facilities and
central utility plants. Projects may include new construction and/or
major renovation and modernization as follows: (1) Laboratory Support,
Building 15, Roybal Campus; (2) Infectious Disease Lab, Building 18,
Roybal Campus; (3) Scientific Communications Center, Roybal Campus; (4)
Approximately 1 -- 12 Office Buildings with associated parking at the
Roybal and Chamblee Campuses; (5) Environmental Health Lab, Building
110, Chamblee Campus; (6) Lab Support Building Modernization, Building
6, Roybal Campus; (7) Lab Modernization, Building 1 South, Roybal
Campus; (8) Lab/Office Modernization, Building 1 Main, Roybal Campus;
(9) Biosafety Level IV Lab Modernization, Building 15, Roybal Campus;
(10) Office Modernization, Building 3, Roybal Campus; (11) Security
Buffer Infrastructure, Chamblee Campus. These projects will range
between $9,000,000 to $120,000,000 in construction cost. The government
anticipates that the approximate construction cost of 50% of the
projects may range in size from $9,000,000 to $25,000,000, 40% from
$25,000,000 to $80,000,000, and 10% from $80,000,000 to $120,000,000.
Architect-Engineer firms will be required to work with a Construction
Manager (at risk) firm at the completion of the Schematic Design Phase
stage. Architect-Engineer firms must agree to accept a relationship of
trust and confidence and covenants with the Government to furnish the
A-E's reasonable skill and judgement and to cooperate with the
Construction Manager Contractor in furthering the interests of the
Government. The purpose of this procurement is to select firms highly
qualified to provide these architectural-engineering services. Due to
the variety of projects anticipated, the selected firms must possess a
wide range of professional services and experience in architecture and
engineering for the research facilities and the general types of
facilities listed above. Design teams will be required to demonstrate
considerable experience in designing research laboratory facilities for
infectious disease and for toxic and carcinogenic research and for
office, conference, parking structures, and infrastructure related
facilities. Experience must include an in-depth knowledge of related
complex laboratory processes, scientific equipment, laboratory
mechanical systems, containment laboratory design and must have a
working knowledge of the CDC/NIH's Biosafety in Microbiological and
Biomedical Laboratories (BMBL) standards and the American Association
for Accreditation of Laboratory Animal Care (AAALAC) standards. All
members of the A/E team shall have the ability to produce all drawings
and text documents using the most current CDC software standards.
Currently drawings are produced using AUTOCAD release 14 using CDC
layering standards; all text documents are produced using Corel
WordPerfect 8; and all spreadsheets are produced using Excel 97. Firms
will be evaluated based on the following criteria and associated
weight factors: (I) Professional Qualifications (35%). Minimum response
shall include, but not be limited, to the relevant experience and
qualifications of key personnel related to the types of facilities
noted above; and the experience of the proposed team members working
together. (II) Firm's Past Performance on Similar Projects (25%).
Minimum response shall include, but not be limited to: a. Past
performance on similar contracts with Government agencies maintaining
project schedules and project budgets. b. Past performance on similar
contracts with private industry maintaining project schedules and
project budgets. c. Demonstration of user satisfaction with quality of
work. d. Demonstration of having successfully worked on similar
projects with a Construction Manager at risk. (III) Proven Team
Experience with Listed Building Types (20%). Minimum response shall
include, but not be limited to: a. Team experience and technical
competence including complex engineering concepts and innovative
design. (IV) Organization of Proposed Team (20%). Minimum response
shall include, but not be limited to: a. Organizational structure and
demonstrated ability to organize and manage similar contracts. b.
Management plan reflecting coordination of disciplines, quality
control, and controls to maintain project schedule and construction
costs. (V) Location: ONLY prime firms and their major consultants
(architecture, civil engineering, structural engineering, and MEP
engineering), with the exception of the laboratory planning consultant,
having established production offices within a fifty mile radius of
Atlanta, Georgia will be considered for this procurement. Selected
firms shall be required to possess the necessary permits, registration
and licenses that may be required to carry out the tasks ordered under
this contract. This is a multiple award, indefinite delivery/indefinite
quantity task order contract. Task orders will be competed among those
firms obtaining contracts based on technical qualifications relative
to the specific project. Award of this contract is anticipated
approximately February 2000, for a base period of three (3) years with
three (3) optional one-year extensions. The base 3 year period is
estimated for $30,000,000 in fees and each one year option period is
estimated at $10,000,000. The Government intends to make multiple
awards. A guaranteed minimum amount of $10,000 will be ordered for each
successful firm. Architect-Engineer selection procedures will be used
in accordance with Part 36 of the Federal Acquisition Regulations (FAR)
and selection will be non-project specific. Following an initial
evaluation of the qualification and performance data submitted,
interviews will be conducted, and three or more firms considered to be
the most highly qualified will be awarded a contract. Firms desiring
consideration are invited to submit a letter of interest along with ONE
copy each of completed SF 254 (SF 254must be provided for prime firm
and each consultant firm) and SF 255. All SF 254s must be current
reflecting a date not more than one year from the date of this notice.
A maximum of ten sheets of supplemental information responding to the
specific criteria plus five representative photographs or graphic
examples of relevant projects will be permitted. Responses are due by
2:00 p.m. (local time) on September 16, 1999. Submittals received after
this date and time are considered late and will not be considered.
Small Business firms are encouraged to participate. Firms are advised
that as required by FAR 52.219-9, a large business successful offeror
will be required to submit for approval, a subcontracting plan
outlining which portions of the work to be subcontracted will be
awarded to small businesses, small disadvantaged businesses,
women-owned small businesses, and HUBZone small businesses. This plan
is not required with the submission of SF 254s and SF 255s, but an
acceptable subcontracting plan must be agreed upon prior to contract
award to any large business. Additional information relative to the
above specific projects is not available and requests for same will not
be considered. Site visits will not be arranged during the submittal
