A -- CELL STRAIN UNIT TO PRODUCE STRETCH OF CELL GROWN ON FLEXIBLE BOTTOMED PLATES. SOL 553-47-99 DUE 083199 POC Ms. Patricia A. Fox, 313-576-4280 This is a combined synopsis/solicitation for commerical items prepared in accordance with the subparts in Federal Acquisition Regulation 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. Solicitation number Request for Proposal (RFQ) 553-47-99 is assigned and shall be referenced on any proposals. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-13. The Standard Industrial Code is 3826. Contractor shall provide to the Department of Veterans Affairs, John D. Dingell Medical Center a cell strain unit to produce stretch of cells grown on flexible bottomed plates. Contractor shall provide system to provide computer controlled, reproducable, defined static and variable duration stretching of adherent cells. Contractor shall provide a unit which will allow uniform radial strain over 85% of the culture surface (no vertical movement in the presence of vacuum) and therefore have reduced shear stress due to movement of medium. Contractor will provide membrane plates that are optically clear and allow direct visualization under the microscope and that have low autofluorescence. Contractor will provide a stage flexor which will allow direct imaging while stretching is used to observe cell signals and responses in real time under the microscope. Proposals shall be submitted on an "all or none basis". Partial proposals shall be rejected. All potential offerors shall be available to perform the requirements of this contract immediately.
