927-0072 This is a combined synopsis/solicitation for commercial items
and services prepared in accordance with the format in FAR Subpart
12.6, as supplemented with the additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested using simplified acquisition procedures, and a
written solicitation will not be issued. This acquisition is a 100%
Small Business Set-Aside; the Standard Industrial Classification (SIC)
Code is 3663 and the related size standard is 750 employees. The U.S.
Customs Service has a need for an automated system which will
broadcast Customs information to air passengers waiting to clear
Customs in the Federal Inspectional Facility (FIF). This system will be
named Customs Vision. The contractor shall provide all materials,
personnel, and services necessary to accomplish the tasks specified in
this Statement of Work, except where otherwise noted. This is a
prototype project to be conducted at the main terminal of Dulles
airport. This project will require a software program which will work
through a Local Area Network to broadcast informational messages to
passengers waiting to clear Customs. The software will be loaded on a
computer located in the Customs LAN room at Dulles. Customs will
provide all computers for this project according to system
specifications supplied by the contractor. The informational messages
will be transmitted to 24 monitors situated above six baggage carousels
in the main terminal international arrival area. This software must be
a commercial off-the-shelf (COTS) product. This is not a software
development project, though minor modifications to the software will be
allowed prior to award to meet the specific needs of the project. The
Customs Vision system must meet or exceed the following functional
requirements: 1)Transmit information simultaneously to 24 monitors,
which will be placed over the baggage carousels at the Dulles FIF; 2)
Transmissions will be in color and will have both audio and visual
capability; 3) Broadcast software must be compatible with the current
software used by Customs for the Local Area Network (Windows 3.1 or
better). The Office of Information Technology (OIT) will conduct a test
of the broadcast software to ensure that it can operate without
interfering with other LAN functions. The software will be loaded by
the contractor into computers supplied by Customs and tested at the
Newington Data Center. (Acceptance of the product is contingent upon
successful testing of software at the Customs facility in Newington,
Virginia); 4) The system must have editing capabilities both on site
and from a remote location; 5) The system must have the ability to
transmit two separate messages simultaneously to different monitors; 6)
The system must have the capability to insert video and mpeg imagery
into the informational messages; 7) The system must be able to transmit
continuously 24 hours a day, 7 days a week; 8) The system must provide
local weather and news updates via modem or FTP from a local webserver
for incorporation into the broadcast message transmitted from the LAN
at Dulles airport; 9) The contractor must provide training in the
operation and maintenance of the system as required by Customs; and 10)
The system and all its components must be Y2K compliant. The system
will have available two levels of user access a level 1 System
Administrator who will have access to all system functions, and a level
2 Coordinator who will have limited access as defined by the System
Administrator. The Customs Vision project shall be installed at the
Dulles airport main terminal FIF. All equipment required to perform
this transmission shall be installed at the Dulles FIF. The system must
be operational within 6 weeks of the installation start date. Two
Operator/Maintenance manuals shall be provided. These manuals shall
contain information on operation, editing, and maintenance of the
system. The contractor will provide a software program capable of
performing the requirements as stated. This program will be installed
on computers provided by Customs, for which the contractor will provide
the minimum specifications necessary to run the program. The contractor
will provide twenty-four color monitors and all necessary mounting
hardware. These monitors must be between 25" to 32". All monitors shall
be encased in a tamper-proof black cover. The contractor will provide
and install all necessary cabling and conduit to connect the computer
to all of the monitors. All cabling shall run under the FIF up into the
baggage carousels and must be encased in conduit. Contractor shall
provide cabling installation as well as equipment for and the mounting
of all monitors. The FIF will be left in the same condition it was in
prior to installation work commencing. Installation will be conducted
on eight hours shifts between 8:00 a.m. and 9:00 p.m. The successful
offeror will be required to pass a Customs background check. Customs
Vision components and parts shall meet all relevant electrical safety
standards as established by theUnderwriters Laboratory (UL), the
National Electric Code (NEC), and all appropriate state and local
codes. The components and parts shall not function in any way that may
jeopardize the health or well being of any person. Contractors shall
warrant that the work and equipment delivered under the successful
contract shall be free from defects in material and workmanship at the
time of delivery. The successful contractor will be required to
repair, correct or replace, any such work or equipment which proves to
be defective, during the one year warranty period. The Contractor
shall have a knowledgeable, responsible person to answer calls at a
toll free customer service number between 9:00 a.m. and 5:00 p.m.,
Eastern Time, Monday through Friday, excluding federal holidays during
the warranty period. Warranty service shall commence within one (1)
business day from the Contractor's receipt of the request for service.
The mean time to repair the equipment shall be two (2) business days
after commencement of on-site service. The Government will award a
purchase order resulting from this solicitation to the responsible
offeror whose offer conforming to the solicitation will be most
advantageous to the Government, price and other factors considered. The
following factors in descending order of importance shall be used to
evaluate offers: A.) Cost/Price; and B) Technical Qualifications 1.
Maintenance, 2. Editing capabilities, 3. Video/Mpeg capabilities, and
4. News/weather updates. Factor A is approximately two-thirds of the
total and factor B is approximately one-third of the total. All
subfactors under factor B are of approximately equal importance. All
offers must be received by 10:00 a.m. local time on September 7, 1999.
