NASA/KSC plans to issue a Request for Quotation (RFQ) for OrCAD Capture, Layout Engineer's Edition, Express, and PSpice A/D software from OrCAD, OR. as a sole source procurement. OrCAD is the manufacturer of the OrCAD software, which is uniquely capable of supporting and importing circuit drawings and electrical system models and then simulating them using the PSPICE electrical circuit simulation package. No other single application is useable for this purpose, and using multiple software packages to accomplish this task would be an unacceptable impact to operating efficiency. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government intends to acquire a commercial item using FAR Part 12. Interested firms have until close of business August 16, 1999 to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after August 16, 1999 or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
