clarification of the requirement for this acquisition. Questions and
answers are as follows: Question 1) An Offeror would like to know if he
cannot meet any tier 1. requirement, would he still be eligible for
award? Answer: See solicitation under "System Specifications". It is
stated that bidders should document any tier 1. The fact that bidders
are instructed what to do if they cannot meet a tier 1 requirement
indicates that it has been anticipated that this is a possibility.
Question 2) An Offeror has noted that in paragraph S4 the ability to
simulate SiGe fabrication processes is first tier. But performance of
such simulation is specified only in P3 (which is a tier 2 performance
test.) Would it be possible to make the performance test tier 1 to
coincide with the earlier written statements in paragraph S4? Answer:
The specification under S4 are tier 1, i.e. they carry most weight in
evaluation. The performance spec P3 is under Tier 2, or less weight in
the evaluation. Examples of lower weight may be in the time needed to
perform the simulation or it may be in the use of tier 2 software
items. We see no need to change the classification of this performance
test. Question 3) What would happen if NASA learns on September 3 or
4 that a vendors performance tests do not clearly substantiate a first
tier speification? a) Is the vendor disqualified? and b) If no vendors
remain will you select the vendor who can meet most criteria or cancel
the procurement? Answer: Every bidder has to explain which tier 1
specifications are not fulfilled (if applicable) and this will be taken
into account in selection. If the bidder claims that they can fulfill
a tier 1 specification, but cannot substantiate that claim, this is a
major flaw of the bid, and therefore the bidder is taking
himself/herself out of the competition. b) b. is probably an
unrealistic question, since this is a best value acquisition. Question
4) Will technical questions be answered after August 18? Answer:
August 18 was establishedas the cut off date for technical questions to
allow adequate time for research and dissemination of answers. Unless
an extremely critical question surfaces that is completely unexpected,
