F -- GENETIC STEELHEAD STOCK IDENTIFICATION IN THE COLUMBIA RIVER BASIN SOL 52ABNF900072 DUE 083199 POC POC: Karen Bruce, (206) 526-6370 This publication serves as notice of intent to procure, on a sole-source basis, from Washington Department of Fish and Wildlife, services to conduct genetic stock identification of steelhead in the Columbia River Basin. Specifically, to 1)estimate the stock composition of returning adult steelhead at Bonneville Dam over time and to provide two point estimates of stock composition of steelhead in two inriver fisheries, and 2)update the protein genetic baseline of steelhead in the Columbia River Basin through field sampling, and when applicable, laboratory analysis. The Government intends to negotiate with Washington Department of Fish and Wildlife as they are the state agency legally responsible for managing these fisheries and we believe they are the only agency or laboratory in the Northwest that is capable of providing both field sampling expertise and, more importantly, time and accurate genetic estimates of stock composition of steelhead, along with the assurance of compatability with existing data. Any interested concerns who believe they can competitively and effectively provide these services must send their qualifying statement demonstrating their experience in genetic stock identification, familiarity with the standardized protein genetic laboratory protocols, and their capabilities of screening all loci necessary to ensure compatibility with existing data. Responses must be sent to the above address not later than 15 days after publication of this notice. The period of performance is anticipated to be one year with an option for one additional year.
