Bureau of Engraving and Printing (BEP) plan to issue a solicitation for
the acquisition of assessment services. The prospective contractor will
plan and carry out a study of the overt anticounterfeiting features of
the 1996 Series Federal Reserve Notes. The contractor shall propose a
study plan that includes methodology for feature assessment,
requirements from the Government, and a schedule of activities that
will lead to the final assessment report. The proposed schedule shall
include providing personnel on a schedule not less frequent than once
a month to provide progress reports. The contractor shall be able to
assess the following features in all of the three denominations
produced to date in the 1996 Series: Portrait size and location
(relative to 1990 and earlier Series), Microprinting, Fine line
patterns (face and back), Color shifting ink color change, Color
shifting ink design element, Embedded thread concept, Thread location,
Thread graphics, Thread fluorescence, Registered watermark, and
Overall integrated design. The contractor shall, during the period of
the contract, provide all labor, materials, and equipment (except
Sample notes, according to the established BEP procedures for handling
U.S. securities access to counterfeit notes, according to United
States Secret Service procedures appropriate background information) to
evaluate and analyze the effectiveness of the 1996 Series
anticounterfeiting features as a means of public authentication. The
BEP anticipates issuing the solicitation by August 31, 1999. Interested
