The Office of Policy and Program Coordination/SAMHSA through the
Program Support Center, General Acquisition Branch plans to award a
sole source requirement to Lutheran Hospital in Lacrosse, Wisconsin to
develop curricula and training materials for school-based prevention
programs for young people in grades 7-11 in Russian schools, as well as
their families. The period of performance shall be 12 months. The
Contractor shall develop companion materials on community-based
prevention for all relevant Russian audiences (prevention providers,
educators, community workers, parents, churches, community and oblast
leaders, government officals). The Contractor shall work with the
Russian Ministry of Emergency Situations and Ministry of Education to
develop a mentoring program for school children. This work is to be
accomplished under a SAMHSA-State Department Interagency Agreement. The
Contractor shall work with officals from Dubna, Russia to develop
substance abuse prevention curricula for grades 7-11. The anticipated
award date is August 30, 1999. No solicitation shall be issued. Posted
