PURPOSE: The Air Force seeks to identify responsible potential sources and obtain information in regards to privatization of utility systems in accordance with 10 USC 2688, "Utility Systems: Conveyance Authority". The Commanders of the 911th and 171st are seeking interest and information specifically for the potential privatization of the potable water, wastewater, natural gas, and electrical utility systems at the 911th Airlift Wing (ARS) and the 171st Air Refueling Wing, (PA ANG), Pittsburgh International Airport (PIAP). OBJECTIVE: Should privatization result at either or both units, ownership of the potable water, wastewater, natural gas, and electrical utility systems, operation and maintenance and obligation to continue to provide utility service for an indefinite and ongoing period will transfer from the 911th Airlift Wing (ARS) and/ or the 171st Air Refueling Wing (PA ANG) to a utility service provider. All responsibility for maintaining reliable utility service, including such items as environmental compliance, maintenance costs, major system renovations, construction, equipment, manpower and overhead costs will become the utility service provider's responsibility. It is intended that the privatization will ultimately reduce the Air Force's life-cycle costs for operating and maintaining utility systems and services. SYSTEM DESCRIPTIONS: The following information is only an estimate and is subject to change. A. 911TH AIRLIFT WING (ARS): The 911th ARS is located within the Pittsburgh International Airport (PIAP) off of Business Route 60 in Moon Township. The 911 Airlift Wing (ARS) owns 55 buildings and structures spread over 115 acres of land. (Location maps may be located at www. afres.af.mil/units/911aw/index2.htm) The water supply system is a closed loop system fed by a 12-inch transite line that enters the ARS at a metering station located near the main gate. The water mains are comprised of approximately 26,300 linear feet of pipe, with an average age of 9 years. The main feed from Moon Township Municipal Authority (MTMA) is metered by a single meter located on Defense Ave. approximately 1 mile from the main gate. The 911th ARS has six metered facilities. There are 40 fire hydrants located within the installation. There is a 1.5 million gallon elevated storage tank on the installation. The ARS consumes approximately 7,200 Kgal/year. The 911th ARS owns the supply line and water distribution systems within the installation boundaries. The sanitary sewer system is owned by the 911th ARS up to the point where it discharges into a 15-inch MTMA line located on the NE corner of the installation adjacent to facility 222. The sanitary line enters the base 1-mile from the main gate. The age of the system varies from 9 to almost 20 years. There is approximately 26,500 linear feet of sewer lines located within the 911th Airlift Wing, ARS. These lines range from 4-12 inches and are a combination of ductile iron, polyvinyl chloride, terra-cotta, and vitrified clay pipes. The MTMA owns the discharge line from the installation to the treatment plant. Natural gas for the installation is supplied by People's Gas and is metered from a single metering station. The Gas enters the 911th ARS through a 6-inch line to the meter located approximately 1 mile from the main gate on Defense Ave. There is approximately 7,000 linear feet of underground gas distribution piping serving the 911th Airlift Wing, ARS. Most piping is underground with 4-inch mains and various sizes of service laterals. The ARS has a total of 36-metered facilities. The average age of the gas piping is approximately 13 years. The 911th ARS owns all distribution piping within the installation boundaries. The electrical system consists of two separate circuits, each beginning at the Duquesne Light Company substation located near the 911th Airlift Wing, ARS main entry gate. The 911th ARS usage is metered at the substation. A 22.9 KVA overhead primary distribution line serves the 911th ARS distribution system with step down transformers located at the substation. The electrical distribution system is approximately 14 years old. The electrical distribution primary system consists of approximately 25,000 linear feet of overhead distribution lines and 6,500 linear feet of underground lines. The secondary system consists of 2,900 linear feet of overhead lines and 12,100 linear feet of underground lines. The Duquesne Electric Company owns and maintains a transformer substation with isolation transformers and disconnects switches, which is located approximately 1 mile from the main gate in the interior of the installation. The ARS substation main transformer is operating at approximately 90% of its maximum capacity of 1,500 KW. The ARS has a combination of approximately 200 exterior and interior street/airfield lighting fixtures. Additionally, approximately 36 ARS buildings are metered individually. The 911th ARS owns all distribution lines past the substation. The 911th ARS has programmed several electrical utility improvements over the next five years. These improvements include relocating the 4160V primary underground cable, alter the electrical distribution system, install demand side energy reduction/load shedding devices, upgrade/relocate the electrical substation, and replace various transformers on this installation. B. 171st AIR REFUELING WING (PA ANG): The 171st Air Refueling Wing (PA ANG) is located within the Pittsburgh International Airport (PIAP) off of Business Route 60 at McClaren Road. The 171st Air Refueling Wing owns 51 buildings and structures spread over 179 acres. (Location maps to this location may be accessed through www.pitt.ang.af.mil) The Moon Township Municipal Authority (MTMA) water supply system is a closed loop system fed by an 8-inch transite line that runs from the Pittsburgh ARS beneath runway 32-14, and the approaches to taxiways 28L and 28C. A single meter located near the 171st Air refueling Wing (ANG) airfield taxiway meters the main feed from MTMA. The water mains are comprised of approximately 21,000 linear feet of pipe, which varies in age from 8 to almost 50 years. Findlay Township provides a backup water source, which enters the ANG at the main gate. There are 24 buildings and 28 fire hydrants served by the system. The Pennsylvania ANG owns the supply line and water distribution systems. The sanitary sewer system is a gravity flow system that outflows into an 18 inch MTMA from the 171st Air Refueling Wing (ANG) to the Moon Township Municipal Authority. There is approximately 8,900 linear feet of pipe serving 23 buildings. Additionally, one building uses a lift station with an ejector pump. The age of the system varies from 8 to almost 50 years. The sanitary sewer system is owned by the 171st Air Refueling Wing, ANG up to the point where it discharges into the 18-inch line on the SW corner of the base at McClaren Run Creek. Natural gas for the installation is supplied by People's Gas, and is metered from a single metering station located at building 100. The 171st Air Refueling Wing, ANG owns all distribution piping past the metering station. There is approximately 9,200 linear feet of underground gas distribution piping serving 26 buildings. Most piping is underground, with 4-inch mains and various sized service laterals. Piping is about 16 years old. The gas piping exits the base to a Peoples Natural gas facility located between buildings 204 and 206 on the SE side of the base. The electrical distribution system consists of two separate circuits, each beginning at the Duquesne Light Company substation located near the 171st Air Refueling Wing (ANG) building 100. The electrical distribution consists of approximately 6,000 linear feet of overhead primary, 3800 linear feet of underground primary, 13,000 linear feet of underground secondary cable, and 1,200 linear feet of duct bank. Most cable is from 40 to 50 years old. Street and area lighting is comprised of approximately 150 fixtures. The 171st Air Refueling Wing (ANG) usage is metered at the substation; additionally, 4 buildings are metered individually (consumption for these four buildings is billed through the meter at the substation). The 171st Air Refueling Wing, ANG owns all distribution lines past the substation. PROCEDURES: This request to interested parties is for gathering information and is a required component and systematic process to evaluate the interested parties under the Air Force's utilities privatization program. In order to minimize costs both to potentially interested parties and the government, this notice is being issued to determine the interest and feasibility of proceeding with a formal request for proposals. Should insufficient credible interest be identified for a privatization action, it is highly likely that no formal solicitation will be issued. SHOULD INTEREST BE DETERMINED SUFFICIENT, A FORMAL REQUEST FOR PROPOSALS MAY BE FORTHCOMING. Small Business interests shall note the FAR Part 19 Standard Industrial Codes (SIC) and Size Standards for the utility systems identifiedin this announcement. Some, all, or any combination of the following may apply. SIC/SS: 4911/4Million (M) Megawatt hours, 4922/$5M, 4923/$5M, 4924/500, 4925/$5M, 4931/$5M, 4932/$5M, 4939/$5M, 4941/$5M, 4952/$5M, 4953/$6M, 4959/$5M, 4961/$9M, 4971/$5M. REQUESTED RESPONSE: Interested parties should provide a statement of interest (one hard copy, in addition to an electronic copy, directed to the POC listed below) on company letterhead (not to exceed 20 pages in length). The statement should include as a minimum the following criteria: (1) specific utility system(s) of interest and desired bundling/grouping of utilities to purchase; (2) capability and experience in ownership, operation and maintenance of similar utility systems; (3) financial capacity to purchase, expand and operate the utility systems; (4) statement detailing the understanding of the obligation to serve in regards to continuous utility service; (5) conceptual rate plan (excluding numerical analysis or proposed rates), i.e. will charges for utility service be made from existing rates or from rates developed specifically for service at the individual base(s); (6) ideas regarding conjunctive metering and billing for service on base (excluding numerical analysis or proposed rates); (7) discussion of your conceptual basis (excluding numerical analysis or proposed price) for a proposed purchase price (capitalized earnings value, replacement cost new less depreciation, original cost less depreciation, or other); (8) statement detailing your understanding of applicable state and local utility laws and your compliance capability; (9) statement detailing your understanding of any existing franchises and your ability to provide service given these conditions; (10) statement detailing your understanding of federal, territorial, and local environmental laws and regulations and familiarity and experience with environmental compliance procedures and regulations for the State of Pennsylvania and the U. S. Environmental Protection Agency; and (11) business size (large, small, small-disadvantaged; 8(a); women-owned). Elaborate proposals or pricing information is neither required nor desired. Under no circumstances will cost data for the existing systems be provided. Any innovative and new conceptual ideas to achieve the stated objective are encouraged. If a site visit and the provision of additional data are later determined necessary, notification will be provided by way of an amendment to this announcement. It should be noted that the RFIs for different utility systems may be issued in the same time frame. A separate response to each RFI is required.
