synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation N61339-98-R-223R is
issued as a request for proposals and incorporates the provisions and
clauses in effect through Federal Acquisition Circular 97-12. FAR Part
19 does not apply to Not for Profit Educational Institutions. FAR 19
will apply to For Profit institutions. The SIC Code for this
solicitation is 8299 with a size standard of $5.0M. The FSC number is
U009. The following items are required. 1. Scope. This Purchase
Description (PD) sets forth the requirements for providing Homeport
Training (HPT), formerly known as Geographically Distributed Training
(GDT), to Navy personnel stationed in the Pearl Harbor, Hawaii fleet
concentration area (FCA). This effort will be accomplished within the
framework of the basic Blanket Purchase Agreement (BPA). Government
Furnished Courses (GFCs) may be tailored by the BPA Holder to
accommodate its instructional methods and strategies to provide the
most efficient training program that minimizes involvement of Navy
personnel. The training provided by the BPA Holder will encompass the
courses identified below. Course descriptions, purpose, scope,
prerequisites, and annual schedule estimates can be found on the Navy
"CANTRAC" program on the following internet URL. Click on the search
button and type in the Course Identification Number (CIN), click on the
hypertext course number, and then browse the location and schedule
buttons/areas. A password must be obtained from the Chief of Naval
Education and Training (CNET) via the CANTRAC home page prior to being
able to access the schedules.

TR-16 has tasked the Naval Air Warfare Center Training Systems Division
(NAWCTSD) to establish a BPA to provide local alternative training
sources for responsive, quality training to Navy personnel in the Pearl
Harbor FCA. The BPA will include certified/accredited vendors/schools,
which are capable of providing the required instruction for Navy
training courses. Navy instructors will ensure currency of the courses
and provide assistance in curriculum revisions and course
modifications. Navy instructors may be required to teach portions of
courses in order to maintain curriculum concurrency and instructor
proficiency as required by the Local Training Authority (LTA). In those
cases where existing Navy courses will be provided, the existing Navy
courses are intended to be used as guidance only, by the BPA Holder in
its preparation, planning and presentation of the instruction. The
product to be purchased under this BPA is a proficiently trained
student, meeting the performance and course completion standards as
determined by the LTA, and obtaining college credit where possible for
instruction received. 1.2 Definitions. The following definitions are
applicable to this training program. 1.2.1 Homeport Training (HPT).
Training provided to Navy personnel by LTA approved non-traditional
training vendors within a fleet concentration area. A Homeport Training
course may be a Government approved vendor's standard, non-modified
course or a Government furnished course tailored to the vendor's
instructional methods and strategies. The primary characteristic of a
HPT course is that there is sufficient industry or commercial demand
for training in those knowledge and skill sets to have nationally
recognized, certified vendors available in the fleet concentration
area. Another key characteristic of HPT courses is that any differences
between the existing Navy courses and the BPA Holder's courses are
determined to be of little or no risk to Navy personnel, equipment, or
readiness. 1.2.2 Government Furnished Courses (GFCs). These are
existing Navy courses. The LTA will provide a copy of instructor
guides, student guides and special handouts, and tests for these
courses to the BPA Holder upon award of the BPA. Attachments A-P
provide the course outlines, containing the course and learning
objectives of each course. 1.2.3 Government Furnished Property (GFP).
GFP is the equipment or software programs and supporting instructional
materials to be provided by the Government to support training in the
GFCs. GFP such as original course materials (Government Furnished
Information (GFI)) and software programs for certain classes will be
provided. Chart below provides general descriptions of equipment needed
to support each HPT course. Support materials are described below in
the applicable document section. 1.3 BPA Management. The LTA under
direction from CNET Schoolhouse Operations (SHOP) Division is
responsible for technical management of this program. The Procuring
Contracting Officer (PCO) is the only person authorized to approve
changes in total resource requirements under this Purchase Description;
and, notwithstanding provisions elsewhere in this BPA, said authority
remains solely with the PCO. In the event the BPA Holder effects any
such change at the direction of any person other than the PCO, the
change will be considered to have been made without authority. The LTA
will serve as the contracting officer's technical representative. LTA
will certify the proficiency of the trained students. 2. Applicable
Documents and Support Material. The following documents form a part of
this PD to the extent specified herein. 2.1 Support Materials --
Government-Furnished Information (GFI). The LTA will provide the BPA
Holder with GFI, as required, to support the implementation of the
training to be provided under this BPA. The GFI will consist of the
Standard Processes for Homeport Training, lesson outlines, instructor
guides, student guides, special student handouts, and course tests for
the GFCs defined in Attachments A-W. The LTA will effect transfer of
GFI as required. 2.2 Agency to provide GFI support. LTA will provide
all GFI in support of HPT in the Pearl Harbor FCA. The LTA, located at
the Naval Submarine Training Center Pacific (NSTCP), will be the focal
point for coordination of receipt of GFI. Additionally, the LTA will be
the focal point for verification of course upgrades or modifications
accomplished by either the BPA Holder or the Navy. The LTA address is:

Street, Pearl Harbor, HI 96860-4437 3. General Requirements 1.1
Homeport Training. The BPA Holder shall provide the personnel,
supervision, management, training equipment and systems, materials, and
instructional technology needed to conduct training of Navy and
civilian personnel in the courses described in Attachments A-W, and to
the specified completion criteria identified within each course's
objectives. The BPA Holder shall provide training in the courses
identified in Table A. The LTA may require the BPA holder to train (on
occasion) Navy instructor candidates to satisfy instructor
qualification requirements and to ensure course concurrency. Similarly,
BPA Holder instructors may receive training from Navy instructors for
the existing Navy courses or using the BPA Holder course. Navy
instructors will not count as a BPA Holder student and may attend or
teach a course at any time as directed by the LTA. This training would
not be counted against the student throughput for billing purposes.
The LTA reserves the right to cancel a class at any time for any
reason. Table A identifies, for each course, the class length in terms
of class days and planned annual throughput. The appropriate number of
class convenings and the class sizes to meet throughput requirements
will be determined through negotiation of the vendor's proposal prior
to award of a BPA. Class throughput is estimated and may vary from year
to year. If the BPA Holder perceives any risk of students receiving
poor quality instruction from allowing a Navy Instructor to teach a
course, the BPAHolder must notify the LTA immediately. The BPA Holder
is also required to report students at risk of academic or non-academic
attrition to the LTA immediately for corrective action.
Attrition/setback will be processed in accordance with Naval Education
and Training (NAVEDTRA) 135. The BPA Holder shall take class
attendance each morning for each course. A copy of the class attendance
list shall be faxed or emailed by noon each day to the LTA. Class Class

A-531-0045 Advanced Network Anal 26 3.1.1 Dress code/Grooming The BPA
Holder shall ensure that all instructors, instructor supervisors, and
other BPA Holder personnel that come in contact with Navy students
maintain a standard of grooming and personal appearance that reflects
a high degree of pride in themselves and are in keeping with their
positions as training professionals. These courses of instruction could
be taught at a high visibility military command and are very much in
the public eye and instructors provide technical skill role models to
young men and women in the Navy. As such, it is imperative that
standards of dress, grooming, and character be appropriate to a
traditional military organization. 3.2 Government-Furnished Information
and Materials (GFI). GFI will consist of curriculum outlines,
instructor guides, student/trainee guides, special student handouts,
and course tests. The Government will provide the initial copies of
these course materials to support the initial instruction of the
courses described herein. The GFI is provided as guidance only as the
BPA Holder shall be responsible for accuracy and quality of instruction
provided to Navy personnel. The BPA Holder shall review the GFI and
determine its adequacy for supporting the training requirements for
each course within the BPA. The BPA Holder shall be responsible for
updates and modifications to the courses to meet training proficiency
standards and for accomplishing any tailoring needed for compliance or
compatibility to BPA Holder instructional methods and strategies for
training Navy personnel. The BPA Holder shall be responsible for
copying and providing all copies of course materials to HPT Students.
Any Instructional Systems Design (ISD) and training introduced by the
BPA Holder instructors will be reviewed and approved by the LTA. Major
course modifications may be accomplished by the Navy to maintain
concurrency with equipment changes. Required course revisions will be
provided to the BPA holder by the LTA. 3.3 BPA Holder Instructors. The
BPA Holder instructors shall possess at least the minimum
qualifications required by nationally acceptable industry or academic
standards for certification as an instructor in their field of
expertise. Certification credentials must be provided to the LTA prior
to commencement of a course and BPA Holder instructors must maintain
currency in accordance with the awarding organization requirements.
Additionally, each BPA Holder's instructors shall undergo the Navy
instructor qualification process as identified in the LTA Manual for
non-traditional training. The BPA Holder instructors may be required to
jointly teach with Navy instructors during specific courses or segments
of courses. . BPA Holder instructors shall be certified in
Cardiopulmonary Resuscitation (CPR). CPR Certification must be achieved
within two months after award of the BPA or as agreed upon between BPA
Holder and LTA. 3.4 Facilities 3.4.1 Government Facilities. The
Government may provide classroom facilities at NSTCP, Pearl Harbor and
as necessary to support the HPT. The BPA Holder shall notify the LTA
of any classroom requirements upon execution of the BPA. Appropriation,
delivery, and installation of any equipment, other than GFP, needed to
support a HPT class shall be the BPA Holders responsibility, which
must be cleared through the LTA. 3.4.2 BPA Holder Facilities. The BPA
Holder shall provide facilities within the Pearl Harbor FCA for the
conduct of training in HPT courses not determined to be taught at
Government facilities. Facilities shall be located within forty five
minutes drive from the NSTCP. BPA Holder facilities shall be of
adequate size/space to conduct the training. These facilities shall
have acceptable environmental conditions (heat/air) normally found in
an academic setting, utilities, and support to ensure undistracted and
productive training. 3.5 Government Furnished Property (GFP). 3.5.1
Course GFI. The BPA Holder shall maintain the original copies of GFI to
facilitate copying, as needed, to support classroom instruction of the
HPT courses under this BPA. The BPA Holder shall be responsible for
supplying all copies needed for students receiving HPT training under
their instruction and copies needed by additional instructors. The BPA
Holder shall be responsible for the maintenance, security, and
availability of GFI used in the conduct of training. 3.5.2. Course
Software and Special Equipment. GFP Software for appropriate courses
shall be maintained by the BPA Holder. Upgrades of GFP software will be
provided to the BPA Holder via the LTA and shall be the BPA Holder's
responsibility to install and ensure proper functionality. Government
Furnished Equipment (GFE) will be provided for the Outboard Motor
Overhaul course. Equipment/Kits purchased by the vendor in support of
the Shipboard Barber and Mess Operations courses shall be invoiced to
the Government and become Government property, maintained by the vendor
under the BPA. GFP Software programs will be provided for the following

Clerk Afloat Automated Pay Specialist; A-823-0015-Ship's Store Afloat
Resale Operation Management (ROM)Sys Supv. 3.6 Access. BPA Holder
access to military or Government facilities may be required in the
performance of the training purchased under this BPA. Navy Base passes
shall be required for BPA Holder instructors who conduct the training
specified herein on Government property. BPA Holder instructors shall
officially request base passes from the Pearl Harbor Naval Base pass
office. 3.7 Product Development. The product purchased under this BPA
shall be a proficiently trained Navy student, who meets course
completion criteria as affirmed by the LTA, and who receives college
credit, license, or certificate as appropriate per instruction
received. Navy or other Department of Defense personnel receiving
training under this BPA will possess the necessary prerequisite
training and skills for the courses they take. Each course, provided
initially by the Government, will include the course's performance
standards and/or completion criteria. The BPA holder under guidance of
the Standard Process for Homeport Training and in coordination with
LTA shall be fully responsible for the currency and accuracy of the
instruction provided in each course listed under the BPA. Verification
and concurrence of course completion/performance criteria shall be
obtained from the LTA prior to implementation of any modifications or
updates to the courses. Course monitoring by the Navy may occur at any
time for any course listed herein. 3.8 Navy Academic Review Board
(ARB) Procedures. In the event that a student is unable to
satisfactorily complete a course, the Navy ARB procedure shall be
followed in accordance with NAVEDTRA 135A. The BPA Holder shall notify
the LTA of the person who fails to meet course completion criteria.
Information to be provided to the LTA shall include the student's name,
rank, social security number, and academic performance record. 3.9
Subject Matter Experts (SMEs). Government SMEs for each course covered
under this BPA may be made available, through the LTA, to the BPA
Holder for telephone consultation and technical rviews of course
modifications or updates. 3.10 Course Completion Notice. The BPA Holder
shall notify the LTA within two days of course completion, whether or
not the trainee satisfactorily completed the course. 3.11 Course
Evaluation. The BPA Holder is required to conduct instructor and course
evaluations using student critiques. NAVEDTRA 135A, Appendix F should
be used for guidance in developing student critiques. All student
critiques must be provided to the LTA within two days of course
completion. 3.12 Course Schedules. The BPA Holder shall adhere to the
class times/lengths allocated for each course as identified in the Navy
CANTRAC class schedules. Classes shall be conducted Mondays through
Fridays excluding Government Holidays. Class scheduling is based upon
an eight-hour working day. Reductions in course length through BPA
Holder efficiencies shall be communicated to the LTA with
recommendation and rationale for changes in future class schedules. The
BPA Holder shall maintain sufficient qualified instructor force to
cover scheduled training. The following FAR/DFARS provisions and
clauses apply to this acquisition: FAR 52.212-1, FAR 52.212-2 -- with
the following evaluation factors apply:" Technical capability of the
courses offered to meet Government requirements (includes such items as
institution accreditation, course credit, license/certification,
instruction qualifications, curriculum offered, distance from FTC Pearl
Harbor), price and past performance. FAR 52-212-3 (if your institution
is Not for Profit disregard paragraph (c)- The following paragraphs
apply: (b),(c)(1)(2)(3),(d),(e),(h).FAR 212-4 (paragraph (i) -- payment
will be by credit card) and paragraph (m) does not apply). FAR 212-5,
