project consists of the design and construction of the Survival
Training Logistics Complex, to be constructed on a vacant site adjacent
to the Survival School located on Fairchild Air Force Base, Washington.
The new Logistics Complex will be an approximately 2,380 SM facility to
provide adequate space for supplies, equipment, and vehicles for
survival training functions. This facility will provide the necessary
space to house all equipment and supplies in one central area providing
better access, inventory control, and resource protection. Site
preparation will include parking area for 38 privately owned vehicles
and vehicle storage area for forty vehicles ranging from snowmobiles to
tractor-trailers. The project shall include final design and
construction of parking lots, lighting, paving, landscaping, storm
drainage, fire protection and alarm detection, telecommunications,
Comprehensive Interior Design (CID), and all other stated program
requirements, for a complete and usable facility. The final A/E design
shall conform to this RFP and satisfy the design criteria of Corps of
Engineers Seattle District, HQ Air Mobility Command (AMC) and
Fairchild Air Force Base(FAFB) Design Standards and Compatibility
Guide. If there is a conflict between FAFB and AMC standards, FAFB
standards will govern. Innovative, creative, or cost saving proposals
which fulfill RFP criteria are encouraged and will be evaluated
accordingly. The estimated value is between $1 million and $5 million.
The time for completion will be set by the proposers. This
solicitation will be conducted in two phases. In Phase One
(Pre-Qualification), submittals will be evaluated to determine which
offerors may submit proposals for Phase Two. Up to five(5) firms will
be pre-qualified to participate in Phase Two. The Pre-Qualification
Notice for this project will be posted at:
http://www.nws.usace.army.mil/cntrct/A00R0003.htm on or about 5
September 1999 with response due on or about 27 September 1999. The
Notice will include the pre-qualification evaluation factors and
submittal instructions. Any subsequent revisions to the notice will be
shown on the referenced Internet website. The Government will not
mail, fax, or e-mail the Pre-Qualification Notice or any amendments
thereto. Because this is a web-based notice, there is no Planholders
List available. Offerors are responsible for checking the referenced
web page early and periodically for any updates to the notice. The
website is occasionally inaccessible due to maintenance. The Government
is not responsible for any loss of Internet connectivity or for an
offeror's inability to access the document posted at the referenced
website. The Standard Industrial classification Code is 1542. Project
is open to both large and small business. If you are a large business
and your bid or proposal will exceed $1 million, you will be required
to submit a subcontracting plan. For the purposes of this procurement,
a concern is considered a small business if its annual average gross
revenue taken for the last 3 fiscal years are $17 million or less.
