synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). The hardware to be
acquired is as follows: Linear Actuator (with 3 motors) prototype
Quantity: 1 -- 200 lb. or less Nominal thrust (tension/compression) --
400-500 lb. Peak thrust capability -- 3-5 inches per second unloaded
maximum speed -- Retracted length 17.5 inches (most critical dimension,
CL pin-to-pin -- Extended length minimum 29 inches or more (longer is
desirable) -- Connection ends are through-hole, no additional
degrees-of-freedom -- Base connection end is replaceable/removable --
Base connection end able to be rotated 90 degrees about thrust axis by
customer,before installation -- Thrust tube or shaft must be free to
rotate, constrained by connection end pin -- Motor/Resolver/Gearbox
clustor having small physical envelope no more than 3.15 x 3.58 x 4.48
inches (4.48 dimension is along thrust axis) -- Three external
electrical connectors: one for Channel A brushless system, one for
Channel B brushless system, and one for 28 VDC brush system --
Electrical connectors parallel and same direction as thrust axis -- Two
28 VDC Brushless motors. No active devices located in motor. Field
director windings to be used for commutation. -- Two motors are in a
torque summed configuration, single motor must provide rated
performance with second motor powered-off dragging along -- 28 VDC
Brush motor with clutch (power-off dis-engages torque path) -- Torque
applied while the two DC Brushless motors are powered-off -- 0.05-0.2
inches per second unloaded maximum speed for actuator -- Two Resolvers

nominal -- Materials/Operation capable of being upgraded for a Space
Vacuum Environment Hybrid Controller for above actuator brushless
motors -- quantity 1 -- Controller for each 28 VDC brushless motor.
Controller system all in single hybrid package (each hybrid package has
two channels or two controllers) -- Analog Command Input(+/- 10 VDC
preferred each channel) -- Hybrid capable of being mounted with
standard fasteners to a heat sink and pins point opposite direction of
heat sink -- Materials/Operation capable of being upgraded for a Space
Vacuum Environment and Radiation Hardened Offerors should call the

actuator drawing faxed. Option 1: Buy additional 7 electromechanical
actuators with hybrid controllers. Option will be exercised within 90
days of delivery of prototype hardware. The delivery date will be
within 7 months of exercise of the Option. Option 2: Buy additional 14
electromechanical actuators with hybrid controllers. Option will be
exercised within 90 days of delivery of prototype hardware. The
delivery date will be within 7 months of exercise of the Option. For
basic contract and options, a price breakdown of major subsystems is
requested. The provisions and clauses in the RFQ are those in effect
through FAC 97-13. The SIC code and the small business size standard
for this procurement are 3769 and 1000, respectively. The quoter shall
state in their quotation their size status for this procurement. All
qualified responsible business sources may submit a quotation which
shall be considered by the agency. Delivery to JSC of the basic
hardware is required no later than December 31, 1999. Delivery shall be
FOB Destination. The DPAS rating for this procurement is DO-C9.
Quotations for the items(s) described above are due by 4:30p.m. central
standard time on August 20, 1999 and may be mailed or faxed to Wendy
Fleming, Mail Code BH13, 2101 NASA Rd. 1, Houston, TX 77058, fax (281)
244-5331 and include, solicitation number, FOB destination to this
Center, proposed delivery schedule, discount/payment terms, warranty
duration (if applicable), taxpayer identification number (TIN),
identification of any special commercial terms, and be signed by an
authorized company representative. Quoters are encouraged to use the
Standard Form 1449, Solicitation/Contract/Order for Commercial Items

submit a quotation. Quoters shall provide the information required by
FAR 52.212-1. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of

Award will be based upon overall best value to the Government, with
consideration given to the factors of proposed technical merits, price
and past performance; other critical requirements (i.e., delivery) if
so stated in the RFQ will also be considered. Unless otherwise stated
in the solicitation, for selection purposes, technical, price and past
performance are essentially equal in importance. It is critical that
offerors provide adequate detail to allow evaluation of their offer
(see FAR 52.212-1(b). Quoters must provide copies of the provision at
