a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation. Proposals are being requested and a
written solicitation will not be issued. This is RFP No.
IA2102-S9234961-BJS. This RFP document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular (FAC)
97-12, dated 06/17/99. SIC 3663, Radio and Television Broadcasting and
Communications Equipment. The Government contemplates awarding a
firm-fixed price indefinite delivery/indefinite quantity (IDIQ)
contract as a result of RFP IA2102-S9234961-BJS. The contract will be
for one base year period plus four (4) 1-year options to extend the
contract term. The following clauses apply to this acquisition: FAR
52.212-4, Contract Terms and Conditions -- Commercial Items; FAR
52-212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders -- Commercial Items, including subparagraphs
(b)(1, 6, and 9), FAR 52.217-9, Option to Extend the Term of Contract,
and FAR 52.232-18, Availability of Funds. DESCRIPTION OF THE CONTRACT
REQUIREMENTS: The U.S. Information Agency's International Broadcasting
Bureau (USIA/IBB) requires commercial, off-the-shelf, digital audio
control consoles for its VOA and Radio Marti services and the option to
acquire replacement/spare parts. The consoles will replace existing
analog consoles without requiring cabinetry replacement. The contractor
shall also provide complete modular equipment prices sufficient to
define the cost of future Delivery Orders for consoles having different
configurations within the range of capabilities set forth in "Technical
Characteristics" below. BASE YEAR CLIN 1: Ten (10) consoles as
configured under "A. Deliverables" and meeting the requirements under
"C. Technical Characteristics." BASE YEAR CLIN 2 (Optional): Single
console as configured under "A. Deliverables"and meeting the
requirements under "C. Technical Characteristics." BASE YEAR CLIN 3
(Optional): One Console Frame. BASE YEAR CLIN 4 (Optional): Modules
[Offerors shall list their modules and include price per module].
Offerors shall provide prices for OPTION YEAR ONE, OPTION YEAR TWO,
OPTION YEAR THREE, AND OPTION YEAR FOUR for CLIN 2, CLIN 3, and CLIN 4.
A. DELIVERABLES: Digital audio consoles meeting the Technical
Characteristics herein, EACH configured with (a) five analog microphone
input channels w/DSP;(b) sixteen analog/digital convertible stereo line
inputs w/DSP; (c) four analog monaural telephone inputs; (d) three
external 8-input analog input preselectors; (e) four stereo analog &
digital program outputs; (f) four mix-minus monaural analog outputs for
telephone interface; (g) one control room monitor; and (h) one studio
analog monitor. B. DELIVERIES & PERFORMANCE: The Contractor shall
deliver the items cited above within 180 days of contract award. All
items shall be shipped F.O.B. Destination to: International
Broadcasting Bureau, VOA Broadcast Operations, Attn: Don Yerger,
B/VOA/B, 330 Independence Avenue, SW, Room 2165, Washington, DC 20547.
C. TECHNICAL CHARACTERISTICS. C.1 Control Surface: (a) maximum table
cutout dimensions -- 131 cm (51 ") wide, 70 cm (27 ") deep; (b) height
above table surface not to exceed 260 cm (10 "); (c) overall layout:
conventional broadcast console arrangement with horizontal placement of
input channel modules and control modules, along with level meters and
clocks in riser/bridge at console rear; (d) input channel module
layout: off/stop, on/start, fader, output assign, and input select
controls aligned vertically (front-to-rear); and (e) total capacity of
32 horizontally-mounted input, output, monitor, and control modules.
C.2 Input/Channel Capability: (a) analog microphone with pan, gain
trim, and 2 inputs; (b) analog microphone with previous features and
DSP, (c) analog/digital convertible stereo balanced line with cue, gain
trim, L/R/S/M mode selection, and 2 inputs; (d) analog/digital line
with previous features and DSP, (e) any combination of (a)-(d) up to at
least 24 total, (f) 2 external analog monitor, (g) external IFB input
to talkback, (h) internal or external 8-input AES/EBU feed preselector
for digital balanced line modules, (i) internal or external 8-input
line preselector for analog balanced line modules, and (j) AES/EBU
synchronization clock. C.3 Output Capability: (a) 4 stereo program
(analog and AES/EBU, balanced), (b) 4 monaural analog mix-minus, (c)
control room analog headphone, (d) control room analog post-fader cue
& monitor w/muting, and (e) 2 studio analog monitors w/talkback &
muting. C.4 Metering: Four simultaneous LED bar graph VU and digital
PPM indicator arrays, at least two dedicated to specific program
outputs and at least one switchable between a program output and
post-fader cue bus. C.5 External Control Interfaces: (a) for microphone
input channels, optically isolated, TTL level: (i) channel on, (ii)
channel off, (iii) cough, and (iv) "mic on" tally; (b) for line input
channels, optically isolated, TTL level: (i) enable (device ready)
input, (ii) channel off (device EOM) input, (iii) start pulse (channel
on) output, (iv) stop pulse (channel off) output, (v) channel on tally
output; (c) for all input channels serial data input port/protocol
providing (i) input to 8-character alphanumeric display on control
surface for each channel, (ii) remote control of all channel control
functions (e.g., on, off, fader, output assign); and (d) five-button
transport control panels. C.6 Clock/Timer: (a) 6-digit (HMS) 12/24-hour
time-of-day clock w/SMPTE code input, (b) 4-digit (MS, minimum)
up-count timer user-selectable to timer control buttons or input module
start buttons (as enabled by console setup scheme). C.7 Electronic
Design: (a) modular design to facilitate fault resolution and
reconfiguration; (b) all modules, including control and pre-programmed
central processor, hot-swappable; (c) circuit architecture inherently
digital, with analog circuitry only used for interface to input A/D
converters and from output D/A converters; (d) all console signal
manipulation functions, e.g., level control, mixing, equalization,
compression, etc., implemented in the digital domain; (e) analog and
digital performance specifications consistent with the state-of-the-art
in high-end broadcast and recording studio consoles; (f) sample rates
of 32, 44.1, and 48 kHz with conversion to 48 kHz on all AES/EBU
digital inputs; and (g) redundant power supplies. C.8 Console Setup:
(a) software for configuration of all muting, tallys, external device
control, mix-minus assigns, channel sources/IDs, DSP function
parameters and enable/disable, etc. using an external PC connected via
serial port; (b) after setup, PC may be disconnected without any
adverse effect on console setup or operation; and (c) automatic
restoration of configuration after power failure. C.9 DSP Features: all
input channels having DSP capabilities shall provide (a) shelving high
and low band equalizers; (b) 2 parametric mid-band equalizers; (c)
high-pass filtering; (d) compressor/limiter with adjustable threshold,
compression ratio, attack time, release time, and makeup gain; and (e)
ducking with level, master, and slave programmable on each such input.
Solicitation provision at FAR 52.212-1, Instructions to Offerors --
Commercial Items is hereby incorporated by reference. Offerors are
reminded to submit their DUNS number with their proposal. The provision
at FAR 52.212-2, Evaluation -- Commercial Items applies to this
acquisition. The Government expects to award a contract resulting from
this RFP to the responsible offeror whose offer conforming to the RFP
will be the most advantageous to the Government; specifically
considering price (50%), past performance (10%, offerors must provide
a minimum of 3 customer references), and technical compliance (40%). In
order to be technically acceptable, products offered must comply with
table cutout limitations of C.1(a), input capabilities of C.2(e),
output capabilities of C.3, and electronic design requirements of
C.7(c) & (d). The offeror shall include a completed copy of the FAR
provision at 52.212-3, Offeror Representations and Certifications --
Commercial Items. The deadline for receipt of offers is 8/27/99, 11:00
am EDT. The proposal shall be signed by an official authorized to bind
your organization. Submit one copy with price and technical proposals
bound separately to: U. S. Information Agency, Office of Contracts,
ATTN: Barbara Sesky, M/KC, 301 4th Street, SW, Room M-22, Washington,
DC 20547. Offers may be submitted on letterhead and at a minimum shall
show: (1) RFP number; (2) date and time specified in the RFP for the
receipt of offers; (3) name, address and phone no. of the offeror; (4)
technical description of the offer in sufficient detail to evaluate
compliance with the requirements in the solicitation; (5) price; (6)
"Remit To Address," if different from mailing address; (7) a completed
copy of the representations and certificates at FAR 5.212-3; (8)
acknowledgment of RFP Amendments, if any; and (9) a statement
specifying the extent of agreement with all terms, conditions, and
provisions included in the RFP. Our award may be made without
discussions. Offerors whose proposals are determined to be within the
competitive range may be requested to provide oral presentations.
