This is a combined synopsis/solicitation for one commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. Simplified Acquisition procedures will be used in accordance with FAR 13.5. The solicitation number for this procurement is N00178-99-R-3071 and this combined synopsis/solicitation is a Request for Proposal. The solicitation document and incorporated provisions and clauses are those in effect in the Federal Acquisition Circular 97-11 and DFARS Change Notice 22 dated July 1999. The resulting contract will be Firm Fixed Price. Standard Industrial Classification Code is 3671 -- 750 employees. This requirement is for Coaxial Magnetron Electron Tubes. The contractor shall provide four Coaxial Magnetron Electron Tubes to be used for generation of high-power electromagnetic environments in the 4.1 GHz -- 4.4 GHz frequency range in support of the Navy's HERO and EMV test programs. In addition, availability of (and procedures for obtaining) both telephonic and on-site support must be discussed in the proposal. DESCRIPTION: CLIN 0001 -- Four Electron Tube, Coaxial Magnetron, 4.1- 4.4 GHz, 1 MW Peak Output Power. Tunable Frequency Range is 4.1 -- 4.4 GHz minimum. Peak Power Output is 1.0 MW minimum. Pulse Width Range is 1.0-3.0 microsecond minimum. Duty Cycle is 0.001 minimum. Cooling to be forced air. Filament Voltage is 100 Vac maximum. Filament Current is 20 A maximum. Pulse Voltage is 55.0 kV maximum. Peak Current is 70 A maximum. Output Flange is UG 149 A/U flat cover with eight holes drilled and tapped with 10-32 threads to mate directly to a UG 148 C/U choke flange. Depth is 13 inches maximum. Width is 16.5 inch maximum. Height above mounting plate is 15 inch maximum. Height below mounting plate is 5 inch maximum. The magnetron shall be warranted for the lesser of 1000 hours operation or 1 year from shipment date. Cathode and heater leads shall be clearly identified and shall be nominally 12 inches in length. The magnetron shall be manually tunable and equipped with a hand knob with a numeric scale. The magnetron shall be capable of normal operation without electrical breakdown with the input bushing at normal atmospheric conditions (e.g. no oil bath). All materials used shall be newly manufactured. The tube shall be capable of normal operation prior to and immediately after exposure to 15 g impact shocks, 11 plus/minus 1 ms in duration. 18 shocks shall be delivered; 3 each per axis per direction. The tube shall be capable of normal operations prior to and immediately after exposure to 25 and 50 Hz simple harmonic vibration. The tube shall be vibrated in all three axes for a period of one minute with double amplitude of 0.080 inches (total excursion). The magnetron shall be capable of maintaining a pressure of 50 psia, when applied through pressurized waveguide to the output window, with no leaks evident. Test procedures must be provided stating if all specifications are met by test/measurement, details of test procedures, NIST Traceable Standards; test specifications must show test results documentation, tables/graphs/applicable drawings and overall quality of test report. BEST VALUE EVALUATION CRITERIA: 1.0 This requirement will be evaluated on a Best Value basis. 2.0 Minimum Requirements Methodology -- Each offeror will be evaluated to determine if their proposal meets the minimum requirements as stated. 3.0 Added Value Methodology. There are two elements which have added value to the Government. Past Performance is essentially two times as important as the other added element, Performance. Performance -- exceeds the minimum requirements for frequency range, peak power output, duty cycle, and tube life warranty; availability of telephonic and on-site support; and test procedures which demonstrate that all specifications are met will be evaluated. It is desired that all offerors be ISO 9001 compliant. Past Performance -- Each offeror shall provide the name and points of contact of the last five sales to whom they have provided the same or similar equipment. Each reference/point of contact will be asked to provide relevant past performance information. Past performance is essentially two times as important as the added value element Performance. 4.0 Price is not scored in this evaluation and is not considered the most important evaluation factor. The importance of price as an evaluation factor will increase with the degree of equality of the proposals in relation to the remaining evaluation factors. After evaluation of the technical and price proposals, cost may be the deciding factor for selection, depending on whether a highly evaluated technical proposal warrants the evaluated price difference. 5.0 Specific Evaluation Criteria: Minimum Requirements. See CLIN 0001 and Description above. Added Value Items: There are two added value elements of the description in which exceeding the minimum requirements are an added value to the Government. Minimum Requirements are as stated above.
