is a combined synopsis, solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice and is in accordance
with FAR part 13.5. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. This solicitation, F05604-99-R-9010 is issued as
a Request for Proposal (RFP). The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular. The Standard Industrial Classification Number is
5063 and the Business Size Standard is 100 employees. The proposed
contract is 100 % set aside for small business. Pricing for Item
Numbers 0001 shall be priced as the item requested. This is the only
product that meets the minimum needs of the government and constitutes
a brand name only requirement. Description of the requirements:
Provide all labor, equipment, transportation, supervision, and
materials and perform all operations necessary to upgrade the existing
Edwards System Technology (EST) base-wide fire alarm reporting system
head-end gear, to include hardware, software and programming to
existing panels and programs. System must be Year 2000 compliant.
Period of performance is to begin no later then 1 September 1999 and
completed (including testing) no later then 30 November 1999. The
provision at 52.212-1, Instructions to Offerors _ Commercial Items,
applies to this acquisition. Statement of Work (SOW) is attached in
Addendum #1. The provision at 52.212-2, Evaluation _ Commercial Items
applies to this acquisition with the blanks filled in as follows:
Summary of Proposal (Limited to 20 single spaced pages not including
the individual price quotes): Has the offeror demonstrated their
understanding of the requirements? Has the offeror demonstrated their
capability to provide all the equipment required? Does the delivery
schedule meet the delivery objective? Does the contractor_s past
performance demonstrate satisfactory service? Has the offeror addressed
how they will manage and oversee the contract to ensure that the
statement of objectives are met? Offerors should provide company past
performance information on contracts with the Federal government that
are similar in terms of cost and service, performed over the past two
years. Past Performance information should include the governmental
contract number and the name and phone number of a governmental point
of contact to verify past performance. Technical acceptability,
delivery schedule, and past performance when combined, are
significantly more important than price. Price will be evaluated on all
CLINs. Technical acceptability will be evaluated against the product
literature for the component requested and proposals that demonstrate
increased capability for a comparable cost. Offerors should provide
technical information on equal components offered that exceeds the
characteristics of the equipment identified. Offerors who fail to meet
the technical requirements may be considered nonresponsive to the RFP.
Past performance will be evaluated using FAR 15.305(a)(2) on a basis of
acceptable, unacceptable or not applicable. Delivery schedule and
installation schedule will be evaluated by less than 60 days, good;
60-90 day acceptable; greater 90days unacceptable. Items will be graded
as follows: Does not meet the standard (-). Meets or exceeds the
standard (+). The offeror who has the most (+) signs on the evaluation
factors, and is considered to be the most advantageous to the
Government will be considered the apparent awardee. The clause FAR
52.215-1 _Instructions to Offerors _ Competitive Acquisition_, and FAR
52.215-1 Alternate I_ applies to this acquisition. Offerors shall
include a completed copy of the provision at FAR 52.212-3 _Offeror
Representations and Certifications _ Commercial Items_, with its offer.

(DPAS) assigned rating for this procurement is DO C9. Proposals will be
submitted in writing (electronic submissions via fax are acceptable) to

#1 STATEMENT OF WORK, UPGRADE EST FIRE ALARM SYSTEM HEAD-END GEAR 1.
Scope of Work: The Contractor shall provide all personnel, equipment,
tools, materials, supervision, and other items and services necessary
to upgrade the existing Edwards System Technology (EST) fire alarm
system head-end to the new EST _Fireworks_ system. Upgrade will include
all hardware and software to incorporate the existing fire alarm system
panels currently installed base-wide, as well as all reprogramming
necessary to incorporate existing programs. The contractor shall also
test the _Fireworks_ system components installed, and train fire
department and alarm shop personnel on system operation and
maintenance. 2. Description of Work: 2.1. Removal of existing system:
The contractor shall remove the existing components of the EST fire
alarm system head-end that are not needed for the EST _Fireworks_
system installation. The existing head-end components are located in
buildings 1324 and 117. The contractor shall be responsible for
disposal of the removed components. 2.1 Replace Components: The
contractor shall replace the existing EST fire alarm system head-end
components with the new EST _Fireworks_ system. The
contractor-furnished components must be year 2000 (Y2K) compliant and
interface with the existing fire alarm reporting system. The contractor
shall provide all hardware and software necessary to incorporate the
existing fire alarm system panels currently installed base-wide. The
contractor shall perform all reprogramming necessary to incorporate
existing system programs. The components of the _Fireworks_ system
shall be installed as follows: 1) the EST network file server will be
located in building 1038 (Communications facility), 2) the network
workstations will be located in buildings 117 and 2032 (main base and
Peterson East fire stations). Government-furnished fiber optic cables
will be used to provide communications between network stations. The
contractor shall furnish all other necessary materials, to include
fiber jumpers in buildings 2023, 117, and 1038. Thecontractor shall be
responsible for the disconnection and reconnection of the existing
power, alarm, and communications cabling associated with the installed
equipment. 2.2 Warranty and Exclusions: The contractor shall provide
standard installation and parts warranties for the equipment provided.
The contractor shall not warranty or be responsible for the
preexisting devices. 2.3 System Analysis and Acceptance: The contractor
shall demonstrate that each alarm point associated with the
installation of the EST _Fireworks_ system is functioning properly.
This will be accomplished with a Contracting Officer_s Representative.
The contractor shall also provide documentation that the system is
Underwriter_s Laboratory (UL) certified. 2.4 Training: The contractor
shall train fire department and alarm shop personnel in the operation
and maintenance of the new system upon completion of the installation,
testing, and acceptance. 2.5 Drawings: The contractor shall provide
typical drawings to the government upon completion of the installation.
2.6 Government-Provided Materials: The government shall provide any
As-Built drawings for the facilities prior to commencement of any work.
The contractor shall use existing fiber optic cables for communications
between buildings 1038, 117, and 2032. 2.7 Security and Access: The
contractor shall coordinate with the 21st Security Forces and the
building occupants for access to the areas where work is required.
Escort or special access will be coordinated between the 21st Security
Forces and the building occupant. A tentative schedule shall be
provided by the contractor to facilitate pre-coordination. 3. Normal
Work Hours: Work under this contract shall be scheduled and
accomplished between 7:30 a.m. and 4:30 p.m., Monday through Friday.
Installation shall not be scheduled on federal holidays, which are: New
Year_s Day (1 January),Martin Luther King Day (third Monday in
January), President_s Day (third Monday in February), Memorial Day
(last Monday in May) Independence Day (4 July), Labor Day (first Monday
in September), Columbus Day (second Monday in October), Veterans_ Day
(11 November), Thanksgiving Day (fourth Thursday in November),
Christmas Day (25 December) 4. Performance Period: The contractor shall
complete installation and testing as soon as possible after contract
award, but no later than 1 Dec 1999. 5. Contractor Qualifications:
Contractor shall be able to fully support and service the EST base-wide
fire alarm reporting system head-end gear. The personnel working on the
system shall be certified by EST as a current factory-certified
