70 -- REPLACEMENT OF THE GEOSTATIONARY ENVIRONMENTAL OPERATIONAL SATELLITE (GOES) DATA COLLECTION SYSTEM (DCS)AUTOMATED PROCESSING SYSTEM (DAPS) SOL 52-SPNA-9-0006 DUE 091599 POC Michael Knowles, (301) 457-5185x142 (Voice), (301) 457-5722 (Fax) WEB: Visit this URL for the latest information about this, http://www.osd.noaa.gov/daps. E-MAIL: Mike Knowles, mike.knowles@noaa.gov. THIS IS A REQUEST FOR INFORMATION (RFI). The National Environmental Satellite, Data and Information Services (NESDIS) of the National Oceanic and Atmospheric Administration (NOAA) is seeking potential sources for the replacement of the GOES Data Collection System (DCS) Automated Processing System (DAPS). The agency contemplates that the new system will replace the existing system which is dated and has limited flexibility to incorporate new technology. The present data processing system provides real-time reception of data from two types of demodulators, real-time output of data to five types of communication circuits, real-time control and monitoring of system equipments, database management of real-time processes, system assignments, and overall systems management. The new data processing system must be compatible with existing interfaces and requirements as well as providing new capabilities such as the evolving Internet/intranet. The new system hardware design should be based upon Commercial-Off-The-Shelf (COTS) products. Modern software design approaches, such as COTS products, a Graphical User Interface (GUI), and relational databases, shall be emphasized. The new systems software design shall be the most effective combination of the COTS and custom code to achieve the operational objectives of DAPS as part of DCS. The Government contemplates awarding one fixed price contract for the design and installation of a new DAPS to the offeror whose proposal represents the best value to the Government. The Government's estimated cost for CLIN 0001 (Design and Install a new DAPS II) and CLIN 0003 (Data) is $5,000,000. Amounts represented in CLINs 0002 (Additional Government Requirements for Special Studies), 0004 (Training) and 0005 (Spare Parts) are provisional amounts only and are not represented in the $5,000,000 amount for CLINs 0001 and 0003. CLIN 0006 is an Option Item and is not represented in the $5,000,000 amount for CLINs 0001 and 0003. Included in this RFI is a DRAFT Request for Proposals (RFP) and a DRAFT "Statement-of-Need" Section J-1. Active industry involvement through comments, questions and recommendations are sought for refining the current approach and contributing to overall future program success. It is requested that a cost Rough Order of Magnitude (ROM) be submitted in addition to the submission of comments to the engineering and contract approach. Comments, questions and recommendations may be submitted by fax, e-mail, or mail and should be received by COB on September 15, 1999. All responsible sources are invited to submit a description of their capabilities and experience. State whether large, small or disadvantaged business concern. Standard Industrial Classification (SIC) 7373 applies. This synopsis is for information and planning purposes only and does not constitute a solicitation for bids or proposals and is not to be construed as a commitment by the Government to issue a request for proposal or award a contract as a result of this request. This announcement is not a Request for Proposals (RFP). The Government will not reimburse the respondent for any cost associated with information submitted in response to this request. The week of August 23 thru 27, 1999 has been designated as "Industry Week" for site visits at the Wallops CDA Station, Wallops, Virginia, and the week of August 30 thru September 3, 1999 has been designated as "Industry Week" for site visits at the NESDIS facility in the Suitland Federal Center, FOB #4, Suitland, Maryland. To schedule an appointment for a site visit at either location contact Mr. Michael Knowles at 301-457-5185x142 between 7 o'clock A.M. EST, August 16, 1999 and 12 o'clock P.M. EST, August 20, 1999.
