Staff, in coordination with US Space Command (USSPACECOM -- Host CINC),
US Air Force (USAF -- Lead Service), and Defense Information Systems
Agency (DISA), are seeking industry proposals for Joint Warrior
Interoperability Demonstration 2000-2001 (JWID '00-01). JWID is an
integral part of Joint Vision 2010 and Command, Control,
Communications, Computers, and Intelligence (C4I) for the Warrior.
Planned for execution in July 2000, JWID '00 will demonstrate
off-the-shelf and new/evolving technologies that solve Command,
Control, Communications, Computer, and Intelligence, Surveillance and
Reconnaissance (C4ISR) interoperability issues for the warfighter. It
will focus on improving warfighter capabilities using space as a force
multiplier. JWID '00 will operate within a Combined/Coalition Task
Force (CTF) environment. The governing publication for JWIDs is CJCS
Instruction 6260.01 and can be accessed via the JWID web site. Demos
will be selected based on their potential to satisfy stated objectives.
2. JWID '00, the first of a two-year cycle, will be a theme year
focused on space support to the warfighter. It will be similar to a
traditional JWID. JWID '01 will be an exploitation year focused on
further refinement and assessment of selected JWID '00 demos only. JWID
'00 demos may be selected by the JWID Senior Management Group (SMG) and
Joint Staff for accelerated procurement if they (1) satisfy an
immediate warfighter requirement; (2) are capable of delivery six
months after funding; and (3) are jointly applicable (can be supported
by at least three Services). 3. JWID '00 will consist of Tier 1 and
Tier 2 demos. Tier 1 demos are those satisfying the criteria for being
recommended for accelerated procurement noted in paragraph 2. Tier 2
demos are other demos emphasizing innovative technical applications or
leading edge technology. Submitters must categorize their proposals as
either Tier 1 or Tier 2 to be initially considered. Warfighters will
provide an assessment of potential operational utility of all selected
proposals during JWID execution. 4. Operational environment
(simulated): JWID '00 is a United States-led combined/coalition
operation with one or more CTF staffs conducting simulated combined
operations at the CINC, component, and force execution levels. The
scenario will consist of four phases: preparation, establishing
conditions for decisive operations, decisive operations, and transition
to peacetime. Coalition forces may face a terrorist and information
operations threat. The scenario will be further developed and tailored
to support demo assessment. 5 JWID '00-01 objectives. There are 29
objectives organized under 5 capstone statements: a. Demonstrate
support to the warfighter that integrates space forces and
space-derived information with air, land, and sea forces and their
information through: (1) Real time and near real time seamless
space-derived information dissemination while minimizing additional
burdens on limited available bandwidth. (2) Untethered continuous C4ISR
mission support for rapidly deploying forces. (3) Seamless integration
of direct downlink and global grid infrastructures. (4) Modeling and
simulations which include contributions of space capabilities to
warfighter operational goals. (5) Space/airborne and terrestrial ISR
sensor to sensor and sensor to shooter technologies to include
cross-cueing to enhance combat identification and theater missile
defense to the unit level for execution. (6) Battle management/C2 of
space forces and responsive space C2 support to CINCs through all
echelons of command. b. Demonstrate global and scaleable dominant
battlespace awareness in a CTF setting. (1) Fused, timely and accurate
representation of the warrior's battlespace based upon intelligent
fusion of all information. (2) Graphic display of friendly, neutral,
and hostile forces (air, land, sea, and space). (3) In-transit and
total asset visibility. (4) 3D visualization of friendly, neutral, and
hostile forces to include air breathing threats, non-air breathing
threats, and spaceassets. (5) Integration of Joint support to the land
battle through integration of service systems and reporting
procedures. c. Demonstrate the ability to responsively unify,
integrate, and expedite ISR support to the warfighter through a single
interface. (1) Provide a single interface between the warfighter,
collection manager, and all intelligence community assets. (2)
Demonstrate fused intelligence process where tasking, collection,
processing, exploitation, and dissemination are transparent to the
warfighter. (3) Provide accurate, timely, and meaningful responses to
requests for information. d. Demonstrate enhanced information
superiority technologies in a combined/coalition environment. (1)
Information exchange between multiple network and security levels. (2)
Enhanced CTF and component level interoperability. (3) Information
dissemination management tools and techniques that enhance all levels
of combined/coalition warfighting (major theater war to low intensity
conflict). (4) Operations planning tools to integrate the space segment
into a theater information operations plan. (5) Information operations
situational awareness tools to include timely and accurate display of
attacks against friendly spacecraft and geolocation of the threat. (6)
Enhanced information assurance capabilities to detect, defend, repel,
and report computer attacks as they occur. (7) Risk planning tools
which quantify system utility, vulnerability, and threat and facilitate
a system protection resource allocation decision. (8) Information
management of integrated databases for combined/coalition operations.
e. Demonstrate the ability to interoperate diverse VTC and
collaborative planning systems. Demonstrate seamless interoperability
in all phases and among all Service and Combined/Coalition partner
C4ISR systems, and in particular focus on those involved in Theater Air
and Missile Defense (TAMD). (1) Effective Intelligence Preparation of
the Battlespace that integrates all ISR and supporting intelligence
assets. (2) Collaborative and distributed planning among all
services/assets. (3) Real time launch detection, missile warning, and
cross cueing of active defense systems and ISR systems. (4) Integrated
defense-in-depth that provides optimum active defense engagement(s) in
a multi-target environment. (5) Near real time tasking of national and
theater ISR assets to provide time critical targeting data. (6) Real
time deconfliction, tasking, and direction of best attack asset(s)
against time critical targets. (7) Overall deconfliction of the
battlespace to include airspace, priorities, and weapons systems. 6.
Further details on the technical challenges associated with the JWID

JWID '00 selection criteria. The following criteria will be used by the
JWID '00 Senior Management Group (SMG) to select demo proposals: a.
Pass/fail criteria. If any of these criteria are answered with a no,
then the demo proposal can be automatically discarded from
consideration: (1) Does the demo address one or more JWID '00
objectives in paragraph 5? List which specific objectives are
addressed. (2) Does the submitter commit to demonstrate at one or more
approved JWID sites? (3) Does the submitter commit to fully resource
the demo (funding, personnel, training, hardware, software, etc)? Note:
JWID funds will not be provided for demos. (4) Does the demo have a
government sponsor? The JWID Joint Project Office (JWID JPO) will
assist industry, if requested, in finding a potential government
sponsor. b. Subjective criteria: Joint interoperability and application
of the demo. (a) Could the demo support more than one service/agency?
(b) Is it interoperable with one or more existing systems? (c) At what
level is the demo DII COE and JTA compliant (if applicable)? If not,
is there a clear migration path? (2) Support to the joint warfighter.
(a) How does the demo enhance the capability of the joint warrior? (b)
For repeat demos, what are the improved operational utility and/or
maturity? (3) Combined/coalition application of the demo. (4) Maturity.
Can this system be fielded immediately (within six months of JWID
completion), near-term (12-24 months), mid-term (24-48 months), or
far-term (beyond 48 months)? (5) Executability. Can this demo be
executed within the JWID timeframe and the JWID frame work? (6)
Leave-behind potential of the demo. (a) Is there a leave behind at the
end of the JWID execution period? (b) Is the leave behind supportable
(e.g., is training, manpower, maintenance, integrated logistics
support [ILS] available)? (c) Is there a government cost associated
with the leave behind? (7) Innovation (technology, procedures, etc) 8.
JWID '00 demo sites will be determined by USSPACECOM, USPACOM, the
Services, Joint Staff, DISA, and Allies. It is expected that the
USSPACECOM demo site will be located in Cheyenne Mountain Air Station
CO, and the USPACOM site will be Camp Smith HI. Expected Service sites
are as follows: Air Force: Hurlburt Field, FL (C2TIG); Army site: Fort
Gordon, GA; Navy: SPAWAR, San Diego, CA; and Marine Corps: Quantico
MCB, Quantico, VA. Another joint site is expected to be the Joint C4ISR
Battle Center in Suffolk, VA. A DISA site is expected to be at the
Joint Demonstration Evaluation Facility in Arlington, VA. Demonstration
submitters committing to multiple sites increase demo visibility and
broaden the opportunity for warfighter/technical assessment. 9.
Critical milestones. Subject to changes, these milestones are to be
used for planning purposes: a. Demo proposals due 27 Sep 99; b. Demos
selected 22 Oct 99; c. Draft demo plans due 1 Dec 99; d. Initial
planning conference 13-17 Dec 99; e. Mid-term planning conference Feb
00; f. Final demo plans due Apr 00 ; g. Final planning conference May
00; h. JWID '00 execution period 10-28 Jul 00: (1) Demonstration set up
26-30 Jun and 6-9 Jul 00; (2) Demonstration assessment 10-28 Jul 00;
(3) Visitor period 24-28 Jul 00; 10. Assessment: Demos will be assessed
on functional performance and warfighting effectiveness. DOD decision
makers use JWID assessments to aid in the development and
identification of new and relevant technologies to enhance C4I for the
Warrior. JWID demo assessments perform a critical role in providing
feedback to the demo sponsor/provider and may be used to make funding
and rapid distribution recommendations. Tier 1 demos will receive a
more rigorous assessment than the Tier 2 demos. 11. Administrative
requirements: a. Do not submit proprietary information. All information
submitted will be considered and handled as non-proprietary. b.
Unclassified and classified networks will be used. Industry
participants will require a minimum of DOD SECRET clearance to
participate in JWID '00. The principal network that demos will use will
be at a combined SECRET-releasable security level. c. Unless otherwise
approved, Warfighters/DOD personnel, as opposed to industry agents,
will operate the systems during assessment and observer week. Industry
must provide required training at each JWID '00 site where their demo
is located. d. By 27 Sep 99, demonstrators will submit a one-page
summary with three-page expansion that will be used for initial
selection. e. By 1 Dec 99, demos selected for participation will be
required to provide an expanded draft demo plan not to exceed 15 pages.
f. Formats for proposals and plans are provided on the JWID web site
(http://www.JWID99.bmpcoe.org). g. Proposals will be submitted
electronically using the JWID '00 Standard tool suite: MS-Word 6.0
(12-pitch, Times New Roman), MS-Excel 5.0, MS-Power Point 4.0, and
MS-Access 2.0. Submissions (complete e-mail packages) must be no more
than 5MB. Compression (zipped) is highly recommended. If used,
acceptable compression and encoding software is PKZIP, WINZIP, or MIME.
If files cannot be compressed to 5MB or less, demonstration submitters
may mail/ship zipped disks or compact disks to the location below. Do
not ship/mail paper copies. h. Demonstrators will be required to
provide on-site technical and operational representation throughout all
JWID '00 planning conferences and execution phases. Submission
procedures: submit unclassified proposals to the JWID JPO, SMTP address
jwid@langley.af.mil. A unique file name must be assigned to proposal
prior to submitting (do not use "JWID" or "JWID00" for your file name).
The JWID JPO will assign a tracking number to each proposal submitted
and forward an acknowledgment to your POC via electronic mail within 3
business days of receipt. If you encounter problems contact the JWID
