The U.S. Coast Guard (USCG) intends to award a sole source contract to Pitney Bowes, Inc., Alexandria, VA 22312, for the purchase of 70 Electronic Scales and Interface Equipment, and rental of 70 low-volume Penalty Postage Meters for a 12-month base period (10-01-99 through 9-30-00) and one 12-month option period (10-01-00 through 9-30-01). The Contractor shall provide all necessary management, supervision, personnel, labor, materials and equipment (except for Government Furnished Items) required to install penalty postage meters, electronics scales and electronic interface equipment at 70 Coast Guard locations throughout the United States. The penalty postage meters, postage scales and interface equipment must be compatible with the existing Pitney Bowes equipment being used throughout the Coast Guard. Currently, Coast Guard owns and maintains 375 pieces of Pitney Bowes mailing equipment and leases 375 Pitney Bowes Penalty postage meters. The Coast Guard must relocate mailing equipment as mission requirements change; therefore, it is mandatory that all mailing equipment throughout the Coast Guard be interchangeable. It is not feasible to compete with any other source. This is a commercial item requirement and the solicitation will be prepared in accordance with the format in Subpart 12.
