The Government intends to solicit and negotiate with only one source, Bureau van Dijk, under the authority of FAR 13.106-1(b). Bureau van Dijk is the electronic publisher of and sole source for "BankScope" which provides information on 10,500 of the largest banks in the world. The Web-based spreadsheet database includes original financial statements, ratio and other financial analysis from Fitch-IBCA, unique ownership and subsidiary data, Reuters news articles, bank ratings from Moody's, S&P, Fitch-IBCA, Capital Intelligence, Thomson BankWatch, and EIU. The program also provides extensive peer and statistical analysis functions, as well as report formatting and layout functions. The service also allows the Ex-Im Bank to provide financial statements from banks for quick analysis by Fitch-IBCA in input into the Bureau van Dijk database. The contract also includes access to the separate Capital Intelligence website for selected country and bank credit reports and SWOT analysis. No other provider has assembled a service with these exact components and services; they are crucial to the operations of the Ex-Im Bank. The Government intends to issue a Request for Quotation under solicitation number EXIM-99-Q-0014. The period of the subscription is from October 1, 1999 through September 30, 2000. This request for quote will contain clause 52.232-18, "Availability of Funds". The written RFQ will be issued on August 17,1999 with a closing date of August 24,1999. Anticipated award date is no later than August 30, 1999 and will be made on a purchase order. This acquisition is being made using Simplified Acquisition Procedures for commercial items under the authority of FAR part 12 and is reserved for small business participation.
