Operations Office, is requesting proposals from organizations that have
the capability to provide technical assistance to support the
Preliminary and Final Design of a Gas Turbine Modular Helium Reactor
(GT-MHR) for Plutonium Disposition in the Russian Federation. The goal
of the GT-MHR Plutonium Disposition project is to transfer the GT-MHR
technology for its use in expanding the existing plutonium disposition
capacity in the Russian Federation. The contractor will perform work in
a number of distinct task areas to provide technical support,
coordination and review of work conducted by parties in the Russian
Federation and other international organizations, such as Framatome and
Fuji Electric, for the preliminary and final design of a GT-MHR
Plutonium disposition reactor. Task areas include, but are not limited
to: (1) providing assistance in coordinating the technical development
and maintenance of GT-MHR working plans for design and development for
both plant and fuel areas; (2) providing assistance in coordinating
the development of GT-MHR technical requirements based on DOE and
Russian Federation Ministry of Atomic Energy (MINATOM) requirements;
(3) locating and assisting in the transmittal of existing technical and
vendor information from previous gas reactor designs prepared in the
U.S.; (4) conducting reviews of GT-MHR design and development work,
making recommendations on the quality and acceptability of
deliverables, and coordinating the resolution of reviewer comments from
other program participants; (5) organizing and conducting plant and
fuel technical meetings and making recommendations on revisions to work
plans based on meeting results; (6) assisting in organizing and
conducting independent technical reviews of design and development
areas; (7) assisting in the preparation, maintenance, and review of the
deployment plan for GT-MHR modules; (8) supporting the development of
additional international interest, in concert with other project
participants, in the GT-MHR Plutonium Disposition Project, including
potential additional sponsor participation; (9) participating in
International Working Group meetings; and (10) assisting in work scope
definition, schedule development and cost estimating. Responses to
this solicitation must be in accordance with a Request For Proposals
(RFP) which will be issued on or about August 27, 1999 and can be found
at http://www.oak.doe.gov. No paper copies of the solicitation will be
made available. Offerors should have experience and expertise in: 1)
GT-MHR design and development; 2) design and production of coated fuel
particles: 3) conceptual design of the GT-MHR Pu disposition reactor;
4) developing and coordinating international collaborations for R&D
with the Russian Federation and other international partners; and 5)
project management of nuclear reactor development and design programs.
The GT-MHR technology has been developed by General Atomics (GA), San
Diego, CA, with both GA private financing and support providedby the
DOE. Since 1994, General Atomics has supported and led an international
collaborative effort to develop the conceptual design of a GT-MHR
Plutonium disposition reactor in Russia both with GA private financing
and under a subcontract with DOE's Oak Ridge National Laboratory. This
is an international effort for Plutonium disposition that is directly
linked to non-proliferation agreements between the U.S. and Russian
