Dept of Commerce/NOAA/NWS/Office of Hydrology intends to negotiate on a sole source basis with Distinctive AFWS Designs, Leicester, NC., to provide services as a communications consultant to assist in the configuration and implementation of the National Weather Service Integrated Flood Observing and Warning System (FLOWS), and other Automated Flood Warning Systems. (AFWS). This is a wide area communications network which uses VHF and UHF radio, microwave, dedicated line, and satellite communications media. Its purpose is to provide two way communications of hydrologic information between Federal, State, and county government offices responsible for emergency management and flood forecasting. Portions of the network are currently being redesigned to accommodate NWS modernization, and to reduce long-term recurring costs. IFLOWS is a network with over three hundred radio and reporting base station and repeater sites through out the Eastern States.
