Alamos National Laboratory (LANL) under contract to the Department of
Energy, solicits expressions of interest in obtaining non-exclusive
LANL license rights to commercialize, manufacture and market the
Expressions of Interest from the commercial waste treatment sector in
deployment of turnkey treatment systems for wastes at Rocky Flats
Environmental Technology Site (RFETS) that currently may not have a
viable disposition path. These wastes may be low-level mixed (hazardous
and radioactive contaminants present), transuranic (TRU) wastes
(>100 nCi/g plutonium), or TRU mixed wastes that do not meet
existing repository waste acceptance criteria and therefore must
undergo some form of treatment, which is currently unavailable or
unidentified. The following wastes have been identified and Expressions
of Interest are solicited for any or all of these waste streams: (1)
TRU ion exchange resins, (2) TRU liquids and aqueous sludges, (3)
Low-level and TRU PCB (polychlorinated biphenyl) solids, (4) TRU
sludges with high concentrations of oils and volatile organic compounds
(VOCs), (5) TRU and low-level combustibles containing high
concentrations of (VOCs), (6) Low-level mixed waste sludges containing
>10 nCi/g plutonium contamination, and (7) Misc. rubble and debris
with >10 nCi/g plutonium. Additional wastes without straightforward
disposition paths may be identified as characterization at RFETS
continues or may be identified at other DOE sites, so flexibility in
handling varied waste feed streams will be a principal decision
criterion. The goal of this solicitation is to establish cost-shared
partnerships with commercial sector companies to address the adaptation
of existing treatment technologies to enable disposition of these
wastes from RFETS by 2006 to enable accelerated RFETS closure. In
addition, LANL may license its own patents and copyrighted designs as
needed for the partnership to enable the commercial implementation of
LANL technologies. Small to medium scale treatment systems able to
process 1-5 drums per day are of primary interest. LANL has a proven
record of delivering mobile and skid-mounted assay, repackaging, and
treatment systems for low-level and TRU wastes. LANL can also augment
capabilities of partners in the areas of shipping of radioactive wastes
and certification and packaging of TRU waste for disposition at WIPP.
LANL will provide permitted facilities, as required and as available,
for demonstration on actual radioactively contaminated wastes. The
Expressions of Interest should include the following: 1) a description
of the organization's business; 2) a description of relevant in-house
technologies available for this application; 3) previous radioactive
waste treatment experience; 4) previous deployment and operating
experience; 5) any existing licenses or permits to receive, store, and
treat radioactively contaminated wastes; 6) motivation for
participating in this project; and 7) suggestions for partnering
strategies/mechanisms.Los Alamos' Environmental Science and Waste
Management Division Office at RFETS will evaluate these Expressions of
Interest with a goal of expeditiously choosing partners for each waste
and establishing teams to design, construct, test, deploy, and operate
treatment systems that will enable the disposition of wastes from
RFETS by 2006. Priority will be given to off-site treatment options to
facilitate site closure and/or to mobile, self-contained treatment
systems with the potential for multiple site deployments. For
consideration, companies must respond as required and stated above
within 30 days from the date that this advertisement first appears in
