and Human Services, Office of the Secretary, Office of Research
Integrity, plans to award a sole source simplified acquisition to Mark
S. Davis, Justice Research and Advocacy, Inc. The contractor has
conducted research on occupational misconduct and social issues
surrounding the definition of ethics, values, and fairness in various
social institutions. The contractor shall develop and design a study,
collect and analyze data, and create a publication. The proposed
contract action is for supplies or services for which the government
intends to solicit and negotiate with only one source under authority
of FAR 6.302-1. Interested persons may identify their interest and
capability to respond to the requirement or submit proposals. No
solicitation will be issued. A determination by the government not to
compete this proposed contract based upon responses to this notice is
solely for the purpose of determining whether to conduct a competitive
procurement. The simplified acquisition anticipated award date is
