EPA intends to award a sole source purchase order to D&E Technical, Champagne, IL, pursuant to 41 U.S.C. 253(c)(1) -- Only one responsible source and no other supplies or services will satisfy agency requirements. EPA requires a firm that can provide further improvements to the Air Compliance Advisor (ACA) model to meet additional needs and program shortfalls. The contractor will be required to update the user's guide to the ACA, draft revisions to the ACA to allow for various editing and data manipulation functions, and develop ACA training materials. The ACA was developed by D&E Technical for the United States Air Force and the Strategic Environmental Research and Development Program. D&E Technical, as the developer of the model, owns the rights to the model as well as the EXLGUI language that was developed by the ACA. D&E Technical also has the detailed environmental and chemical engineering knowledge required to fulfill EPA's needs. D&E Technical is the only known firm that can meet the requirements. All responsible sources may respond by submitting a written narrative statement of capability within 15 days of this notice to Karen Cox at the above address which shall be considered by the Agency. Responses must include detailed technical information and other technical literature demonstrating the ability to meet the requirement. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with D&E Technical.
