ARCHITECT-ENGINEER CONTRACT(S) FOR THE STATES OF ALABAMA, FLORIDA,
TENNESSEE, KENTUCKY AND MISSISSIPPI. The Government reserves the right
to award two(2) contracts under this solicitation. The first contract
with the most highly rated firms will include a base year plus four
(4) additional one-year options. The second contract will also include
a base year plus four (4) additional one-year options. The maximum
order limitation for each contract will not exceed $750,000 in any
one-year period. Similar type projects to the ones listed below may be
awarded during the contract period. Types of potential projects that
may be offered to the successful architect-engineer firms which may be
awarded include energy studies for existing buildings, re-roofing
projects, cost estimating services, extension/alteration/renovation
projects, testing and designs to abate asbestos and other hazardous
materials. Nonspecific construction services which may be awarded
include: Post Construction Contract Services, review/approval of shop
drawings, preparation of operation and maintenance manuals and
providing as-build drawings; construction observation (inspection)
services, preparation of change order documents, and materials testing
services including concrete, structural steel, and soils testing.
Other construction related services which may be awarded include land
surveys, comprehensive subsurface investigations and structural studies
of existing buildings. Required disciplines and services will include
architectural, electrical, mechanical, structural, and civil
engineering; historic preservation; cost estimating; and elevator, fire
safety, hazardous material consultant services, and fire protection
engineering services. These disciplines and services may also be used
to supplement GSA's in-house design capabilities. The professional
services contract will require that all design drawings be CAD
generated and delivered on computer diskettes in a DOS-based Auto Cadd
release 12 or 11 C.2 format acceptable to the Government. Categories
of evaluation criteria and associated weight factors to be applied in
the selection process are as follows: (I) Professional qualifications
necessary for satisfactory performance of required services (25%) (II)
Past Performance on contracts with Government Agencies and Private
Sector in terms of cost control, quality of work, compliance with
schedules (35%); (III) Specialized experience and technical competence
to provide innovative design solutions (25%); and (IV) Capacity to
accomplish projects in the required time period (15%). A maximum of
three (3) sheets of supplemental information specifically responding to
the above criteria and three (3) representative photographs or
graphical examples or relevant projects will be permitted.
Consideration for this contract will be limited to firms, including
their major consultants, located within the states of Alabama,
Mississippi, Tennessee, Florida and Kentucky. A major consultant
(structural, mechanical, electrical, etc.) is a firm that will receive
at least ten (10) percent of the design fee in any one-year period.
Firms must have previously established (minimum 90 days prior to
publication date of this notice) production offices within the
geographical area. Minor consultants are not restricted to the
geographical location. This solicitation is restricted to Small
Business Firms under the Small Business Administration Competitiveness
Demonstration Program. The applicable Standard Industrial
Classification (SIC) Codes are 8711 and 8712. The Standard Industrial
Classification code (SIC) gross receipts that did not exceed $2.5
million per year for the previous three (3) years. Firms are encouraged
to utilize Small disadvantaged business Firms and Women Owned business
firms as team members. Firms located within the geographical
limitation and having the capabilities to perform the services are
invited to submit a letter of interest along with completed SF 254 (SF
254 must be submitted for all consultants) and a completed SF255 form
to the procurement office listed above. The submittal must include an
original and two copies of all material submitted. Responses must be
received by the contracting Officer at the above address on or before
September 13, 1999. All SF 254's must be current, reflecting a date not
more than one year from the month of this notice. Joint venture
partnerships will be considered provided each joint venture has an
existing active design production office which ahs its principal place
of business located within the designated geographic area.
Consideration of joint ventures will be based upon a demonstrated
interdependency of members which makes the arrangement viable and
desirable for quality and efficiency. THIS IS NOT A REQUEST FOR A
PROPOSAL. A follow-up listing of firms to be interviewed will be placed
