Fleet and Industrial Supply Center Norfolk Detachment Philadelphia
intends to negotiate on an other than full and open competitive basis,
pursuant to FAR 6.302-1, "Only One Responsible Source", with EDS
Corporation of Herndon, VA. The requirement is for the acquisition of
technical support services in support of Defense Finance and Accounting
Service (DFAS) operations centers implementation of imaging technology
for the purpose of addressing and improving current paper-oriented
business processes. Specific taskings include systems analysis, design,
development, integration, installation and maintenance of electronic
document imaging solutions for five major DFAS processing centers
located in Denver, CO, Kansas City, MO, Columbus and Cleveland, OH and
the various field Offices. The proposed period of performance consists
of a twelve month period commencing 13 March 2000 and continuing
through 12 March 2001 with an estimated level of effort consisting of
161,820 man-hours. EDS is the only firm who can provide the full range
of hardware and software support to ensure complete deployment and
program support. A cost plus fixed fee,indefinite delivery-type
contract is contemplated. The applicable standard industrial code is
7379. Interested parties may identify their interest and capability to
respond to the requirement or submit proposals. This notice of intent
is not a request for competitive proposals. However, all challenges
received within fifteen (15) days after date of publication of this
synopsis will be considered by the Government. A determination by the
Government not to compete the proposed contract action based upon
responses to this notice is solely within the discretion of the
Government. Information received will normally be considered solely for
the purpose of determining whether to conduct a competitive
procurement. If a competitive solicitation is issued, no additional
synopsis will be published. Any such solicitation will be issued to the
intended vendor and all firms that respond to thissynopsis of intent or
otherwise request a copy of the solicitation. Any responses to this
