The Competitive Sourcing and Privatization Contracting Division,
Kirtland AFB, NM is seeking sources capable of performing community
morale, welfare and recreation base operations and functions at
Kirtland Air Force Base, New Mexico . The Government is seeking sources
who can provide all of the requested services, and any information
concerning commercial statements of work/specifications currently in
use by industry to perform similar or related functions. The Government
is currently performing these services. If after market research,
Government performance is determined to be more advantageous, a
solicitation will not be issued. The 377th Air Base Wing operates and
maintains the base and additionally supports 200 tenant organizations.
Community Services provides a broad range of quality recreational and
educational services to promote wellness, fitness, relaxation and
self-improvement for individuals. Outdoor Recreation services include
administration, management, and organization of activities at Kirtland
AFB. Services include providing outdoor recreation activities, classes
and seminars on various outdoor adventure programs, concerts in the
park, information, referral, equipment rental and loan, equipment
maintenance, camping and ski trips, volksmarch, volksports, bike
streak, outdoor adventure programs (white water rafting, rock climbing
and rock repelling). Services also include resale operations, outings
and off base trips, and the management of two base parks. The Skills
Development Center provides wood and industrial arts, multi-crafts,
(frame, engraving and trophy shop), automotive skills shop, auto paint
shop, basic automotive maintenance service, retail arts sales store,
fine arts and craft classes and workshops, and wood hobby safety
classes. The Information, Tickets & Tours (ITT) Office plans,
organizes, schedules and offers information on base activities and
local attractions. Services also include selling a variety of tickets
including coordinating on resale ticket operations forspecial events,
sporting event, local and national tourist attractions, planning and
executing a variety of trips and tours to tourist and historical
locations, and provides shipping services through United Parcel
Service. The Government does not intend to award a contract on the
basis of this notification or otherwise pay for any information or
inquiry. This synopsis is for planning purposes only and does not
constitute a solicitation for bids/proposals. Firms submitting
responses should indicate whether they are large, small, small
disadvantaged, 8(a), woman-owned or HBCU/MI. If a sufficient number of
small businesses or 8(a) certified respond, the acquisition may be
100% set-aside for a small business or 8(a) certified under SIC Code
8744, size standard $5.0M. Offerors capable of providing all of the
described services are invited to submit a Statement of Capabilities by
3:00 p.m. Mountain Time on 13 September 1999 to the following address:

Kirtland AFB, NM 87117-5606. Submissions should be limited to 15 pages
and should be pertinent and specific in the technical areas under
consideration on each of the following qualifications: (1) Experience:
Interested business firms capable of performing the required services
are requested to submit literature, brochures, and capability
summaries identifying, at a minimum, business size, financial
capability and past and/or current performance on similar
contracts.within the last five years together with contract numbers and
applicable government technical points of contact with current
telephone numbers; (2) Personnel: Name, professional qualifications and
specific experience of outdoor recreation management personnel and any
other relevant personnel who would be performing the services listed
above. Although contractor location in the immediate vicinity of
Kirtland AFB is not a requirement, the Capabilities Statement shall
describe the offeror's current facilities and their ability to provide
timely contract support. Statements of Capability must address how the
contractor (and team members or subcontractors) will perform all of the
functions listed above. If subcontracting is contemplated, the
Capabilities Statement shall contain sufficient information concerning
the planned subcontracting arrangement to assure the Government that
the limitations of FAR 52.219-14 can be met. In accordance with FAR
19.508(e) and FAR 52.219-14, firms must perform a minimum of 50% of the
described services as the prime. They should be pertinent and specific
as to the technical areas the firm can perform as the prime, and in
addition, describe the subcontract management plan for the remaining
50% to include the identification and experience of known team
members/subcontractors and their technical areas of expertise The
Government will not pay for any information submitted in response to
this announcement. An Ombudsman has been appointed to hear concerns
from potential offerors or offerors during the proposal development
phase of this acquisition. The purpose of this Ombudsman is to receive
and communicate serious concerns from potential offerors when
established channels are not used to address concerns during the
proposal development phase of this acquisition. Potential offerors
should communicate first with the contracting officer, Ms. Nicki
Knickerbocker, PKC 853-1112, to request information, pose questions,
and voice concerns before contacting the Ombudsman. In those instances
where potential offerors cannot obtain resolution from the contracting
officer, they are invited to contact the Air Force Research Laboratory
