This effort is to: 1)examine the ways states and communities altered their use of FP/FS funds in light of the Safe and Stable Families and Adoption and Safe Families Act legislation; 2) identify the lessons learned and exemplary program practices developed as states and communities implemented new components of the legislation; and 3) examine the inter-relationship between FP/FS and other changes in the child welfare systems and on other human service systems (e.g., welfare reform, child care).
