following information in the CBD issue of July 30, 1999 PSA#2399 Posted
07/28/99 (I-SN359949). (0209) (SYN# 0168 19990730 Y-0020.SOL) This is
a Procurement Notice. This acquisition is being conducted using full
and open competition (Unrestricted) and is therefore subject to the
Federal Acquisition Regulation Clause 52.219-4 "Notice of Price
Evaluation Preference for Hubzone Small Business Concerns". The
contract will provide for the Design/Build for Upgrade of Chilled Water
System and Environmental Monitoring System, Defense Mega Center (DMC),
Ogden, Hill Air Force Base, Utah. The Department of Navy (DON) intends
to issue a Request for Proposals (RFP) for the Design/Build for Upgrade
of Chilled Water System and Environmental Monitoring System at the DMC,
Ogden, UT utilizing a two-phase design-build selection process based on
best value to the Government. Phase-One evaluation will be based on the
following factors of equal importance: 1)Past Performance,
2)ManagementApproach, 3)Technical Experience, Expertise, and
Qualifications, and 4) Commitment to Small Business Concerns. Offerors
will be required to provide information for both their construction
team, as well as their design team under these factors. Based on its
evaluation of the Phase-One, the DON will invite up to five (5)
Offerors judged best qualified for the HVAC project at DMC, Ogen, UT to
participate in Phase-Two. Phase-Two will consist of Price and Technical
proposals which are approximately equal in importance. The HVAC work
includes the removal of two 400 ton chillers, removal of one 105 ton
chiller, provide three 500 ton chillers (The option for the chiller has
been removed), remove the three companion cooling towers and provide
three 500 ton cooling towers (The option for the tower has been
removed). Provide an additional (redundant) chilled water piping loop,
remove existing chilled water pumps and provide chilled water pumps
and primary/secondary pumping system including variable speed drives,
Provide humidification units and modifications to computer room
air-conditioning unit flow chilled water flow control valves. The
contractor shall design, engineer and construct a replacement and
installation, including all parts and equipment of the facility's total
Mechanical Chilled water system and HVAC control work including
converting the existing controls and Sentinel monitoring system and
provide HVAC controls utilizing Genesis by Iconis software for
monitoring and control. All work will be accomplished in an active
computer center and attendant office area. During construction the
cooling for the building must be maintained on a 24 hour a day, seven
day per week basis during construction. Estimated cost range for this
project is between $1.5 -- $3.0 million dollars. Estimated contract
award date is February 2000. The SIC Code is 1711 and the size standard
is $7.0 million are applicable to this contract. The solicitation will
be issued as Unrestricted. The Government intends to issue this
Request for Proposals for Phase-One on or about 1 September 1999 and
the date for receipt of Phase-One proposals is on or about 30 days
later at 2:00 p.m., at Northern Division, Naval Facilities Engineering
Command, 10 Industrial Highway, Mail Stop #82, Lester, PA 19113-2090.
In accordance with FAR 5.102(a)(7), availability of the solicitation
will be limited to the electronic medium. Plans and Specifications will
NOT be directly provided in a paper hard copy format or CD ROM. The

Internet is free of charge, however, some plans and specifications will
take a considerable amount of time to download. All prospective
offerors are encouraged to register on the Northern Division Internet
ebs web site for this project when plans and specifications become

printed from the website. Planholders lists will not be faxed and will
only be available from the website. Contractors interested in
