x526 The Chief of Naval Operations (OPNAV N86) has requested the
National Defense Industrial Association (NDIA) to undertake a study on
Surface Warfare (SUW) solutions for engaging surface threats while
operating in the littoral environment. The US Navy's growing
responsibilities to operate more extensively in the littorals affords
hostile forces a greater opportunity to engage US Navy Surface Forces
with an array of anti-ship weapons launched from land, aircraft or
small surface craft. This increasingly hostile environment necessitates
a thorough evaluation of current and potential future systems that can
successfully defend the US Navy's Surface Forces against the multitude
of threats operating in the littorals. The goal of the Surface Warfare
Study is to address individual elements (such as sensors, control
systems or engagement systems) and/or complete weapon systems that can
be developed, demonstrated and fielded in the near term (2000-2004)
through far term (2010-2020). The purpose of the study is to identify
viable concepts/technologies that can be integrated into a complete
weapon system and significantly improve the Surface Forces' capability
to defend against surface warfare threats such as multiple high-speed
maneuvering small craft and low, slow flying aircraft. In support of
the study, the Navy is soliciting ideas, concepts and technologies from
the defense community (both industry and government agencies) as well
as volunteers to support successful completion of the effort. It is
requested that the information provided be structured in such a way as
to keep it unclassified. Strict confidentiality of proprietary
information is assured to the extent permitted by Federal Law. SUW
concepts must be received no later than close of business 15 September
1999. Submittals received after that will not be evaluated. The
purpose of the study is to identify candidate SUW systems for
introduction into US Navy Surface Forces that can provide a self
defense capability much greater than current systems. The proposed
systems must be ship-fit compatible with cruisers, destroyers,
amphibious ships, mine warfare ships, USCG cutters and possibly patrol
craft, carriers and frigates. NDIA is going to consider all aspects of
the Surface Warfare as it pertains to self defense of the platforms
threatened by hostile forces in the 0-10 nm range. Existing systems
such as armed helos, missiles, medium/minor caliber gun systems,
munitions, sensors and control systems to manage the engagements, are
to be evaluated during the study. Information being sought includes,
but is not limited to, on board/off board assets such as sensors,
tracking systems, control systems, missiles, projectiles, launching
systems, gun mounts, computing systems, network architecture, data
correlation/integration devices, decision tools, directed energy
devices, decoy devices, communications and data link devices, fire
control systems, threat identification processes, kill assessment
techniques/devices, and any other equipment or computer programs that
can improve the Surface Forces' ability to defend itself. Format:
Responses are to be submitted in the form of a ONE-PAGE SYNOPSIS
containing title, need being addressed, a description of the element or
system, it's predicted performance factors, the risk of fielding the
concept/idea including cost and schedule implications, an explanation
of how the concept idea fits into/replaces all/part of the SUW system,
and identification of any associated technologies that must be
developed to field the concept/idea. Only one copy of the one-page
synopsis should be provided. This announcement provides no funding for
concept development purposes. Unless otherwise stated herein, no
additional written information is available, nor will a formal BAA,
RFP, or other solicitation regarding this announcement be issued.
