Johnson_jesse@ncsc.navy.mil. The Coastal Systems Station, Dahlgren
Division, NSWC, Panama City, FL 32407-7001 intends to issue a contract
on a sole-source basis to OMC, 200 Sea Horse Drive, Waukegan, IL
60085-2143, for the design and fabrication of multi-fuel nongasoline
burning engines of from 2 Hp to 60 Hp per cylinder. These engines may
be used in a variety of applications including bomb hoists, outboards,
and other shipboard and shore based applications where the use
gasoline powered equipment presents significant personnel safety issue.
The technology to be applied is that used for the Advanced Development
Model (ADM) Nongasoline Burning Outboard Engine (NBOE), currently
being developed under contract N61331-98-C-0025. The engine under
contract N61331-98-C-0025 will produce between 12 Hp and 14 Hp per
cylinder. Basis for sole-source award is the government's desire to
leverage the extensive investment in multi-fuel nongasoline burning
engine technology that has been made since 1989. Extensive efforts have
been made to identify and evaluate candidate nongasoline burning
outboard engines. These efforts have been advertised and conducted in
a full and open manner, and ultimately have resulted in the competitive
award of contract N61331-98-C-0025 to OMC for the ADM NBOE. No other
competitor for this contract had a design as fully developed as OMC.
Additionally, nearly 90 percent of the OMC design is
commercial-off-the-shelf technology, for which a worldwide support
network has already been established, and through which the government
can expect to realize significant life cycle cost savings. Any other
contractor would be required to duplicate substantially all of the
efforts expended under these contracts in order to perform the work to
be performed under this proposed contract. A five-year indefinite
delivery, indefinite quantity cost plus fixed fee type contract is
anticipated. Specific engine development requirements will be
identified in individual statements of work/specifications issued
