solicitation/synopsis was originally published in the CBDNet on 26 JULY
1999, and is hereby changed as follows: Add clause 252.245-7001, delete
clause 252.227-7015, add paragraph (e) to 52.212-1, and the Standard
Commercial Warranty language (o) and Contractor Performance Reports (t)
should be listed as a tailoring of 52.212-4 and not 52.212-1. In
addition, the following information is added for clarification
concerning product samples and evaluation. Three product samples
instead of one sample is required with submission of the proposal.
Delete the sentence " Any firm submitting a product sample which does
not meet all of the specification requirements may be eliminated from
future consideration." The EVALUATION CRITERIA shall read as follows:
(1)CAPABILITY TO WITHSTAND HARSH ENVIRONMENTS (SALT FOG TEST) IAW
MIL-STD 810e, METHOD 509.3 (MIN: Corrosion is observed on the bracket)
(2) CAPABILITY TO WITHSTAND ROUGH HANDLING TEST(1.5 DROP TEST) IAW
MIL-STD-331B. (MIN: Noticeable damage, but the bracket can still be
attached) (3) CAPABILITY TO WITHSTAND REPEATED USAGE (MIN: 250 times)
These are minimum requirements that must be met. Technical preference
will be given to offerors that meet or exceed the minimum requirements.
(4) WEIGHT- Maximum allowable weight 1.3 lbs. Evaluation preference
given to lighter weight brackets. The product sample will be tested in
accordance with the evaluation criteria, but samples and production
quantity, must meet all of the specification requirements. Add to
paragraph 52.212-2, Evaluation The following factors shall be used to
evaluate offers-technical, past performance and price. Technical is
defined as product sample test results. Number 1 of the Requirements
section should read as follows: Two MIL-STD-1913 rails with grabbers
and capability to adjust for elevation. Number 6 of the Requirements
section should read as follows: It shall utilize a positive locking,
rotating clasp. Drawings of a night vision laser sight and laser
designator are being furnished for informational purposes. These are
the largest of each type of sight to be used on the rails. The drawings
